| Located in southwest China, Guizhou province is one of the three mayor provinces, in China's Southwest Region. Its abbreviated name is either "Qian(é»”)"or "Gui(è´µ)"with Guiyang being its capital city. Guizhou neighbors Hunan province on the east, Guangxi Zhuang Autonomous Region on the south, Yunnan province on the south-west side, Sichuan province on the north-west side, and Chongqing Municipality on the north. Guizhou functions as a major hub in transportation going from the Southwest Region to the Pearl River Delta, the Beibu Gulf Economic Zone, and the Middle and Lower Area of Yangtze River Basin.The ten years since the Great Development of the West marks the fastest growing decade of Guizhou's highway construction. According to "Guizhou Provincial Freeway Network Plan", a network of freeway consisting of "six horizontal, seven vertical and eight connecting" lines totaling over 6,800 kilometers in length will be completed by 2030. Additionally, five Guizhou cities, namely, Guiyang, Zunyi, Liupanshui, Duyun, and Bijie are included in a national portal construction, program, which is expected to be completed by 2020. As the economy grows in Guizhou, ground passenger traffic and other traffic also showed steady growth. Against this backdrop, a study of the state of highway passenger transportation in Guizhou is necessary.This article studies the development strategies of Guizhou highway passenger transportation by applying the MPA theories of public sector management and the analytical methods of SWAT. It considers the current state of highway passenger transportation in Guizhou and analyzes the problems and causes thereof in light of Guizhou's particularities such as its economic conditions, highway transportation developments, and passengers'transportation needs. In particular, this article focuses on a study of the internal and external factors that influence highway construction and the development of transportation portal and comprehensive transportation systems. It examines the current state of highway development in Guizhou, gives a systemic overview of future developments during the "Twelfth Five Years" period based on a review of developments in the "Eleventh Five Years". Shifting its attention from infrastructure construction to relevant external factors, this article proposes long term goals while taking into account better achievements of the short term targets. It also advocates that a shift of focus should be implemented from daily and routine operations to development management and crisis management.Through a comprehensive analysis of the internal and external factors to the development of highway passenger transportation in Guizhou, this article aims to present some thoughts and targets for future development of Guizhou's highway passenger transportation. It proposes certain strategic choices among six alternative models, suggests certain measures and policies to facilitate the development of highway passenger transportation in Guizhou, and hopes to contribute to further development and a better future of highway passenger transportation in Guizhou. |
