In recent years,psychological contracts and knowledge workers have attracted wide attention from many scholars both in domestic and abroad. Knowledge workers are employed not only in enterprises,but also in public sectors.As economic and social developments furthers,the proportion of and contribution from knowledge workers have been increasing in the public sectors.Nevertheless,the public sectors,as organization,failed to put enough emphasis on psychological contract,which gives rise to a series of problems regarding to human resource management,particularly the loss of knowledge workers in the above-mentioned sectors.After presenting in this thesis a review on pertinent concepts,theories and researches both in domestic and abroad with respect to a psychological contract and knowledge workers,a problem is discovered that no meticulous research has been conducted on psychological contracts concerning the administration of knowledge workers in public sectors.For this reason,I have conducted a thorough analysis on the demands and work motivation of knowledge workers in public sectors,as well as the current management of their psychological contract,based on the theory of psychological contract.In this thesis,I have also presented my detailed analysis on two major problems in the administration of knowledge workers in public sectors:psychological contract violation and loss of such workers.Further efforts are made to identify the causes and effects of these problems and to discuss the necessity of psychological contract in administrating the knowledge workers in public sectors.Also,a proposal has been put forth with respect to a newly administrative system of psychological contracts of such workers in these sectors.The public sectors shall follow four principles in building a newly administrative system of psychological contract of knowledge workers: care for people,scientific administration,proper incentive and mutual participation.They shall not cease their efforts in perfecting their human resource management concerning psychological contract,in establishing scientific career planning systems,in pre-planning reconstructing psychological contract as time goes on and in shaping their own organizations as harmonious learning ones.By doing so,knowledge workers in these sectors would be well satisfied with their own work,the rewards brought forth by it,their working background,their team and the sector they are working in.
