This thesis takes the Dongyu Co. as an example, syncretizing the path dependence theory and the Institutional Change theory, revealing the comlex interest during the property management reform, to analize the institutional sources of property management conflicts: On the one hand, the property management system came into being during the course from planned economy to market economy, depending on the Hongkong market-oriented reform and the housing system in the course of planned economy, which made our property management institutional choose the market-oriented reform. But some problems, such as over market-oriented, the contradictory between the best interest of property management corporations and the benefit of the owners ,came along during the course. At the same time, the property management corporations were inextricably tied up with government organs ,which made the property market had serious problems. On the other hand, the establishment of the property management system was a forceful changing course. As the government has decided the goal of the reform, which brought about many conficts between the the property management corporations and the owners. The property management industry is facing the new challenge for the implementing of the law relating to rights over things. The key method to solve the problem is consummating the property management services market: innovating community management system, setting up diversified property management, learning the advanced management concepts and expertise from other countries and so on. Secondly, the organization of property service companies should be rebuild. Then, improve and perfect the property management market.The following is perfecting the property management system to improve the development of the autonomous owner organization and ravel out the difficulties of the owners'.Finally, the transformation of government functions is needed. The government should hold the social management and public service, direct the clear relationship among the government, the community and the companies to improve the construction of the property management.
