Urban residential district owner autonomy as a new model of grassroots democratic self-government, its development is not only beneficial to the optimization of urban community governance, but also to China’s grassroots democratization process. However, the owners of self-government and self-management in China’s urban residential areas currently face many bottleneck problems, urgently need to find out the solution.By selecting nine representative residential area of Huizhou city as the research object, this article is research on owners’ autonomy behavior through the property management, using the theory of condominium, the theory of public affairs autonomous governance and the theory of civil society. Through literature analysis and empirical study method, sum up the developing process of owner autonomy, existing problems, the main reason. Put forward suggestions and countermeasures to reconstruct owner autonomy system, thus to perfect our country grass-roots self-government system and provide some theoretical and practical methods.Currently, the main problem of owners autonomy in Huizhou City focus on three aspects of autonomy: management mechanism, autonomous organization building, property owners autonomy laws and regulations. Because the relevant policies and regulations lag, coordination and management mechanism is chaotic, and the owner autonomous consciousness is not mature enough. This paper analyze the power and responsibility among owners, the owners’ committee, realty services company, residents’ committees, sub district office, propert y management bureau, the grassroots government departments and so on.
