Research On The Path Dependence Of Institutional Change Of Collective Construction Land Entering The Market

Since the Third Plenary Session of the 17 th CPC Central Committee in 2008 put forward the reform goal of “gradually establishing a united urban and rural construction land market”,the reform of the collective construction land entering the market has become the most important task for the country in deepening land reform.However,the country has not yet established the laws,regulations and supporting policies for the collective construction land entering the market,which shows that there is a path dependence on the institutional change.Therefore,in-depth study of the path dependence of the institutional change of the collective construction land entering the market has important significance for China to get rid of path dependence of the institutional change of the collective construction land entering the market and promote the collective construction land entering the market.Firstly,this study takes 104 institutional texts of the collective construction land entering the market from 1978 to 2017 as the research object,adopts the text analysis method to quantify and analyze the 104 institutional texts,clarifies the course of institutional change of the collective construction land entering the market,and analyzes the characteristics of institutional change of the collective construction land entering the market.Secondly,this study uses the path dependence theory to analyze the performance and influence of institutional change of the collective construction land entering the market,then guided by the path dependence theory,the evolutionary game model between the central government and the local government,the central government and the collective economic organization are constructed to describe the evolution path of institutional change of the collective construction land entering the market,and thus explain and analyze the causes of the path dependence of the institutional change of the collective construction land entering the market.Finally,based on the causes of the path dependence of the institutional change of the collective construction land entering the market,and guided by the path creation theory,this study constructs an evolutionary game model to get rid of the path dependence of institutional change of the collective construction land entering the market,analyzes the strategies to get rid of the path dependence of institutional change of the collective construction land entering the market,and puts forward corresponding policy recommendations.Through the above analysis process,the main conclusions of this study are as follows: 1)The institutional change of the collective construction land entering the market can be divided into four stages: the prohibition of entering the market(1978-1987),the unordered entering the market under the strict restriction(1988-1997),the regulation of entering the market(1998-2007),and the promotion of reform of entering the market(2008-present);2)The institutional change of the collective construction land entering the market is dominated by demand-induced changes,showing the characteristics of gradual and strong path dependence;3)The causes for path dependence of institutional change of the collective construction land entering the market is the high conversion cost,which is mainly reflected in the resistance of local government and high design cost of collective construction land entering the market system;4)the strategy to get rid of the path dependence of institutional change of the collective construction land entering the market is: improving consciousness of local government and collective economic organization of the collective construction land entering the market,determining the reasonable incentives for local governments to implement collective construction land entering the market system,determining reasonable punishments for local government not implement collective construction land entering the market system,reasonably increasing losses when local governments and collective economic organizations adopt different systems,reasonably reducing initial costs for local government to implement collective construction land entering the market system,determining reasonable distribution ratio of profits of collective construction land entering the market system.This study not only enriches the research on the path dependence of institutional changes and the theoretical research of the collective construction land entering the market,but also has important practical reference significance for promoting establishment of the collective construction land entering the market system.
