Incentives, particularly the incentive for business has been worldwide problem. Previous motivation theory and in practice the existence of many problems is the best illustrators. But incentive is a function of the modern enterprise management, and depends on other functions (such as decision-making, planning, human resources development, command, and control) and their derivatives. Incentive is all a function to perform better to carry out other functions on the basis of evaluation of other functions. Therefore, the true motivation of the scientific enterprise management is to set reasonable incentive and restraint mechanisms for the business, conduct effective incentive and restraint on the managers and that is the nature of the law as the basis.Incentive on managers is management by meeting certain expectations of demand. It can stimulate managers'work motivation, improve their work, achieve organizational goals and to meet its own needs. To establish an effective incentive mechanism is an important management of the modern enterprise to retain the talent, improve operating efficiency and increase their market competitiveness.Establishing manager incentive of state-owned enterprise is a complicated system project. It comes down to a lot of problems. With changes of environment of enterprise, the strategic goal and the need of state-owned enterprise is changing too. Therefore, the incentive ways must change with it. This change is reform of state-owned enterprise .The process of state-owned enterprise is the history of incentive system.What form incentive should enterprise adopt? Actually, there have no standard mode. Because the different enterprise trade, different character, different pattern, different constitute of management, different field, the incentive system should be different. So it should follow a basic principle: Practical and realistic. That is to say, the enterprise should start according to their condition. Only from looking for correct magisterial needs can we establish incentive mechanism effectively. Therefore the state-owned enterprise must value to the incentive mechanism, according to actual circumstance, synthesize the variety of application incentive mechanism, putting together the incentive means with the purpose knot, change thought mode, establish the state-owned enterprise's characteristic incentive system, stirring up the potential and work enthusiasm of managers in state-owned enterprise and advance the core competencies of the state-owned enterprise, then can guarantee the state-owned enterprise continuously and develop healthily.As a system, state-owned enterprise is the contracting Organization in the aspects of objectives and management. For a long time China's state-owned enterprise management system is backward and fails to pay attention to the management incentive and restraint. Enterprises operate prevailingly low efficiency. Serious brain drain, the operator of mismanagement and other issues exist. Modern Motivation Theory in the corporate governance structure, management of psychological behavior in-depth study based on a lot of incentive and successful experience. State-owned enterprises should change their concepts; Encourage enterprises to actively utilize the results of theoretical study for the creation of its own development of incentive system. In China's state-owned enterprise reform at a critical juncture, and in urgent need of reform to solve the many problems exposed in the circumstances, state enterprise incentive study is more realistic.In this paper, based on integrated traditional Chinese and Western thinking incentive motivation theory, the status of state-owned enterprises and the existing problems in incentive management is analyzed, and my opinion on the incentives on management is raised, the solutions of design of incentive management is also offered. This may promote China's state-owned enterprise reform process.
