Procurement activities are important production and business operations of enterprises. How to improve enterprise management is of great significance. E-Procurement is a new mode of procurement and a trend to procurement management in the future.From a perspective of small- and media-sized enterprises(SMEs), purchases are taken as a subject matter to work on. Based on the trend to procurement development including main E-Procurement characteristics, modes along with features of enterprises themselves, modes and ways of E-Procurement are analyzed with some realistic suggestions proposed in this thesis. Application of SWOT to electronic mode selection for SMEs is made and implementation of selection procedures is also proposed. A case study of HeJian YingZhou Company is carried out to demonstrate a successful case of Chinese SMEs in E-Procurement.Then, JiNan ShengQuan Group as an example is focused on. External and internal situations for E-Procurement are analyzed to identify advantages and disadvantages of the Group. As a result from the analysis and application of QSPM, it is found that both E-Procurement implementation strategies for ShengQuan Group, named globalization and localization of E-Procurement are reasonable and the latter is better.Finally, a future E-Procurement for Chinese SMEs, including a development mode of E-Procurement, the mode which SMEs prefer to choose, and a change in E-Procurement strategy are proposed in this thesis.
