Chinese Hi-Tech Park Administration System Change Research

The capability of independent innovation, along with the development of high-tech industry is an important manifestation of a country’s comprehensive national strength. The high-tech park plays a significant role and contains great strategic significance in enhancing the ability and developing the industry which all the world powers are willing to vigorously develop. This article is based on the main topic of the innovative development of High-tech Park, on the background of the model development of Shanghai Zhangjiang High-tech Park, starting from the systemic analysis of the institutional innovation. From the empirical analysis of Shanghai Zhangjiang High-Tech Park, the author thinks the institutional innovation of Shanghai Zhangjiang High-tech Park has its own internal logic. The upgrading of industrial structure and the transformation of government functions are important factors to prompt the institutions reset and the division of administration power of Shanghai Zhangjiang High-tech Park. After the approval of the State Council to establish Self-Innovation Demonstration Area of Shanghai Zhangjiang, it is bound to have a reform of the administration system of Shanghai Zhangjiang.Ultimately, the reform will move toward to "the old system" or "the experimental field" is the focus of this article.
