Third Party Logistics refers to logistics business outsourcing by signing logistics contract between the trustors and the third party logistics Operators. Third party logistics operators provide logistics solution by Computer Systems, networks and information technologies. During the implement process of the logistics solution, the resources that used may be all or part from outsource of the operators. The relationship between trustor and third party logistics operators is a kind of long- term partners and alliance.In this paper, the third party logistics theoretical problems will be discussed at first. The emphasis of this paper will be on the necessary and probability of using third party logistics in port.The development of third party logistics in port has very important strategic meaning to both the ports and enterprises. Also, development of third party logistics in port accord with the developing trend, and can develop ports to a new age. By developing third party logistics in port can give a better stage to third party logistics, can optimize the supply chain. By this way, a win-win result will be achieved.In practice level, this paper uses the biggest port in north China, Port of Tianjin, as a case to do case studies. By using SWOT analysis method, inductive method, and comparison method, the industrial characteristics, customer structure, demand characteristics, goods Classification are analyzed. By definite the develop aim of Tianjin Port, the begin point and important point will be put forward. Then, by analyze the characteristics of Tianjin Port, several patterns of developing third party logistics will be put forward. They are port storage and delivery pattern, port bottling pattern, bonded area logistics base pattern, and port logistics center pattern. The function, process design, and application effect of each pattern will be explained so that the representativeness and maneuverability can be illustrated and can be extended to similar ports in China.
