In the management environment that changes rapidly and radically, all the enterprises are facing the pressure of change. Enterprise reengineering is one of change theories advocating enterprise changes radically. However, the previous researches mainly lay emphasis on the methods and techniques of business process reengineering, which belong to the operational layer and tactical category of enterprise reengineering. Viewed from the practice of reengineering, it does a lot of harm to enterprise's long-term benefit because of going after radical improvement on short-term performance. According to my point of view, the research and practice on enterprise reengineering should be guided with the strategic viewpoint and systematic theory."The capability-oriented enterprise overall reengineering strategy"does properly give expression to my intention. On the one hand, the theory of enterprise capability being the source of competitive advantage is a strategic viewpoint. On the other hand, enterprise capability is affected by many organizational factors and to improve enterprise capability must start with a great number of aspects. So, this thesis researches on enterprise overall reengineering from the viewpoint of improving enterprise capability.The so-called"capability-oriented enterprise overall reengineering strategy"is an enterprise strategy to redesign enterprise operational system and put it into practice by making organizational factors affecting enterprise capability as the objects, improving long-term existence and sustainable development capability of the enterprise as the objectives. This thesis starts with the theory of enterprise capability. According to the connotations, characteristics and functions of the enterprise capability, the thesis concludes that business process, organization structure, enterprise culture and resources allocation are the crucial organizational factors which affect enterprise capability. Then, the thesis from the viewpoint of the enterprise capability probes into the reasons of the enterprise reengineering and discusses the connotations, essences, principles and interfaces of the enterprise reengineering. And then, the thesis uses reengineering as the basic idea to discuss and construct the capability-oriented enterprise overall reengineering frame system, points out that enterprise overall reengineering should make improving enterprise capability as orientation, business process reengineering as core, reforming enterprise culture as starting point, reforming organization structure as guarantee, reforming resources allocation as key and make a comprehensive and systematic research for the construction methods and implementation tactics of each crucial organizational factor reengineering respectively. At last, combining with the practice, the thesis discusses the practice of Tianjin Tiangang Steel Group Co., Ltd implementing capability-oriented enterprise overall reengineering strategy and probes into the main methods, implementation effects and significances of implementing enterprise overall reengineering strategy. The research of this thesis enriches and develops the theory of enterprise reengineering to a certain extent and offers some suggestions for the reform of enterprise, especially state-owned enterprises in China to implement overall reengineering.
