Engineering consulting industry has been the product of reform and opening in China. After more than 20 years'development, it has evolved to become a key component of modern service industries. Not only has it played an important role in promoting the scientific and democratic decision-making and raising the quality and efficiency of engineering projects construction, but also played an increasingly indispensable role in guiding and promoting the implementation of scientific development outlook as well as the management of macro-economy by governments in the field of investment. However, due to historical reasons, most of the engineering consulting organizations in China are still in the rudimentary stage as to running their business in a corporate and market-oriented manner, their management level backward compared with their counterparts in the developed countries, operation mechanism effectively responsive to market fluctuations not yet established, and the pertinent and systematic study and guidance of management theories has been none; all these have seriously hampered the development and the enhancement of competitiveness of the engineering consulting industry in general in China.The essay, with the general characteristics and requirements of the organization and operation of engineering service institutions as the basis, and by adopting the general principles of theory on organization and operation of modern enterprises, and by applying the latest theoretical research achievements on learning-type organizations, service-type organizations and knowledge management both at home and abroad, has compiled and categorized the modes of organizational and operational management of well-known engineering consulting institutions in China and other countries, formulated the general principles and characteristics with respect to the organizational structure, management modes, business arrangement and procedure, marketing, human resources management, knowledge management, strategic management and the core competitiveness enhancement of modern engineering consulting enterprises, forwarded the theoretical achievement which embodies the latest principles of corporate organization and management and perfectly responds to the operating characteristics of engineering consulting enterprise as well, and filled the void of theoretical study on organizational management of engineering consulting organizations in China. It is believed that the theoretical accomplishment would be of substantial theoretical value as to giving guidance to the management practice of engineering consulting enterprises in China. .
