With the sustainable development of China's economy,the Pace of China's modernization is accelerated increasingly , and the effect of engineering consulting industry is becoming more and more important in various construction engineers,Particularly in major construction engineers. From an international perspective,the engineering consulting industry is also emphasized by the countries with higher degree of marketization. With the Economic globalization, different communities,especially the people who work in the field of national engineering construction,have generally begun to concern about the following issues: how could China's engineering consulting industry deal with the new challenges of the external environment,how could it meet with the rules and standards of international engineering consulting industry,and how could it continue to play an active"intelligence services"in sustainable and healthy development of China's national economy.This paper persists in the combination of theory and fact, advancing and feasibility. The deep and systemic study content of this paper includes the following parts.(1)Based on the summarization of the development of international and domestic engineering consulting industry, it analyzes the current problems within the domestic engineering consulting industry. It also studies the strengths, weaknesses, opportunities and threats facing by China's engineering consulting industry with the analysis tool of SWOT, and defines the features and implications of engineering consulting industry.(2)With recognition of the basic activities and elements of knowledge value chain for engineering consulting companies, the paper discusses the value chain of engineering consulting companies by using relative theory of Value Chain. Taking in to consideration the latest developments of international engineering consulting industry, it researches the engineering consulting industry chain in China and shows a development direction from the present stage for China's engineering consulting industry.(3)In accordance with the related theories and methods of Service Quality and the features of Service Quality Management of engineering consulting industry, it designs an evaluation system and the work process which can comprehensively reflect the service quality of engineering consulting industry. Besides, it puts forward quality evaluation methods for engineering consulting industry and finally probes into implementation of the evaluation system from the aspect of assessment technology support.(4)In this paper, a deep analysis of the necessity and feasibility regarding the market cultivation of engineering consulting industry is conducted. Product pricing, customer behavior, marketing strategies in the engineering consulting marketing are also studied.(5)The paper makes classification and identification of the consulting engineering industry's risk by utilizing the theory of Risk Management. Risk control measures at different phases of consulting engineering are ascertained and comprehensive risk assessment methods for engineering consulting projects are also established. In addition, the paper studies the human capital management of engineering consulting enterprises and assesses the core competitiveness of these enterprises.(6)Based on the view of the present situation of investigation design consulting industry, it analyzes the industry's efficiency issue from the static and dynamic perspectives with the method of DEA. The paper figures out the development change trends of investigation design industry and major causes for these changes which can provide guidance to accelerate the development of China's investigation design industry.(7)The paper also examines the new circumstances for China's consulting industry against the network environment, and gives a system integration mode of knowledge service innovation for consulting engineering industry.
