Along with lucubrating the issue of "Agriculture, Country, Farmer", scholars put more and more attention to the development of Chinese rural. More and more people realized that reducing the disparity between the town and the rural is very important, if we want to keep a rapid stabile rise on economy. The disparity between the town and the rural refer not only to the income disparity but also to the disparity between the town public goods and the rural public goods. In recent years, Nan Jing government plunge a lot of material resources, human resources, financial resources into the public goods of the town and the rural. The data from the second agriculture generally survey told us that the quantity and variety of public goods increased largely in Nan Jing rural. This paper mainly research that when the absolute quantity of the public goods continually increased, weither the public goods are make use of, what the supplies efficiency of the public goods is, and if the supply is inefficiency, how we can improve the supply of the public goods to increase the efficiency. The improvement of the public goods supply can affect the produce index such as the labor's diathesis and the circulating of the agriculture produce in a positive way. The positive effect on the produce factor can increase the agriculture income indirectly. So one of the important method that solve the issue of the agriculture income and people's livelihood in the rural is to improve the supply of the public goods.This paper estimates the supplies efficiency of the public goods by using stochastic frontier production function models. The dependent variable is agriculture income. The independent variables of production function model are three produce index. The independent variables of efficiency function model are four public goods index. We discuss the supplies efficiency of the public goods in the rural and the method to improve the efficiency.Nan Jing public goods supply is higher than nationally average level. In this case, the nature village means the village who has own name is formed by people's assemble habitation in the rural region. In Nan Jing, almost all of the nature villages are electrified and can be phoned. Also they can receive the signal of television. About 93 percent of the villages already install the Community Antenna Television and dispose the drinking water centrality. According to the comparison between the town and the rural, the public goods supply of the developed section is better than the developing section. After estimate the efficiency, we find that the supply efficiency of the public goods in Nan Jing rural exceed 0.85 on the whole, even some towns are over 0.9. In this paper's conclusion, increasing the distance between the infrastructures will increase the efficiency because of the public goods centralized overly. Decrease the distance between the commonweals and rise the quantity of the clinique will increase the efficiency because of these supplies are hard up.
