Land resources in our country are scare. On the background of the scarcity of land resources in our country, with the fast development of urbanization and a rapid population growth, land has become a constraint for city's economic development. Nowadays, although our country is in an important stage of its urbanization and industrialization, as the basis and carrier for China's economy, limited land resource has become the main restriction factor of industrial geographical and spatial development. As the development zones is a major "engine" to speed up local economic and social development, boosting construction of development zones is carried out throughout China to promote the speed of economic growth, which involves land-use efficiency. In some development zones in China, there exists serious waste of land resource and difficulty in land-use efficiency enhancement, the situation of land waste and inefficient land use has seriously affect the intensive, efficient and sustainable use of land resources. In order to promote the efficient and intensive use of land resources in development zones, it's urgent to analyze and evaluate the comprehensive benefits of land use and regulate the related land policies in development zones.On the theory basis of intensive land use in urban development zones, the paper discloses its influencing factors and carries out a research on its construction of evaluation and examination system, evaluation method and determination of evaluation grades. Taking Nanjing city as an empirical analysis, a lawful, reasonable and feasible evaluation basis for land use efficiency in urban development zones is put forward, which is hoped to be the guide and reference for other districts and development zones, and it's used as a policy standard for testing land use efficiency in development zones.The paper is divided into five chapters. The first chapter is introduction, presents the key issues of research and expounds research background and significance, and it also overviews research situation home and abroad. What's more, it introduces research approach and the paper's structure. Chapter two defines the connotations of intensive land use and development zones respectively. On the theory study basis, the author puts forward the influencing factors for intensive land use in urban development zones. As the core of the paper, chapter three sets up an index system for evaluating intensive land use in urban development zones and designs models and methods for evaluation grades by the existing reference to the index systems of urban land intensive use and sustainable use in development zones. In the empirical study, Chapter IV first discusses the situation of development zones in Nanjing, and then selects seven development zones in Nanjing as the object of this study. According to the results of evaluating the seven districts using the evaluation index system, the author obtains the evaluation grades for intensive land use by the application of multi-objective decision-making method. Referring to the Notice of Publishing and Implementing of "Controlling Index for Construction Land of Industry Projects" (try out) released by China Ministry of Land Resource in 2004 and other regulations, this study determines such four different evaluation rating standards as excessive use, intensive use, low use and extensive use through a quantitative analysis, thus intensive land use for the 7 development zones are made out.Finally, in the conclusion part, the author puts forward policy suggestions to promote intensive land use in development zones and points out the further research is envisioned.
