Study On Environment Impact Assessment Of Land Consolidation Planning

The means of land consolidation planning is the overall arrangements and co-ordinate arrangements of land consolidation activities in a certain region, according to the guidance and control of land use planning, the available land resources, national economic and the needs and potential of social development. In the preparation process of land development and consolidation planning, environmental impact assessment can prevent and mitigate the adverse effects on regional environment after the implementation of the planning. Therefore, the problems of Chinese environmental impact assessment of land development and consolidation planning should be solved according to the actual situation.This paper analyses the concept and content of the land consolidation planning and the relationship of relative evaluation, The environment impact assessment of land consolidation planning belong to strategic environmental impact assessment, the environment impact assessment of land consolidation planning is the middle level of a strategic environmental impact assessment; land consolidation is the deepening of the traditional environmental benefits evaluation, its essence is the extension of the environmental effects assessment of land use change in the macro, short-scale. At the same time, land consolidation planning environmental impact assessment should be based theory of sustainable development, ecological and economic coordination theory, system theory, theory of landscape ecology for the theoretical basis, analysis the link about the above theory and the environmental impact assessment of land consolidation planning. This paper discussed on the principle, process and methods of the environmental impact assessment of land development.And it discusses the environmental impact assessment of land development and consolidation planning from the community, economic and ecological environment. In this basis, this paper establishes the index system of the environmental impact assessment of land development and consolidation planning and discusses the standardization of indicators and identification of the weight.This paper uses the weighting method to evaluate the environmental impact according to the empirical study of the environmental impact assessment of land development and consolidation planning. The evaluation results indicate that the implement of land development and consolidation planning improved the integrated environment in Xiangshui County. And it proposed the preventive and mitigation measures from strict control of occupying, idling and destructing the basic farmland, and improving the management measures.
