Analysis Of The Environmental Effects Of Land Consolidation Planning In Mountain Around Sichuan Basin

Although the land consolidation planning has important significance for the supplement of arable land and easing the contradiction between people and land,but also broke the land resources in the area of the original state,case a lot of direct or indirect and beneficial or harmful effects on the environmental factors in this region.In this paper,Taking the Mountain around Sichuan basin area as the research object,carrying on the analysis of the environmental impact of land consolidation planning,and taking Qingchuan county land renovation planning as an example,in order to provide an useful reference in the mountain areas around the land rectification work.Based on the analysis of the environmental impact in mountain around Sichuan basin area land remediation.then sum up the main environmental factors in the land consolidation planning are the ecological environment and soil and water and soil resources and social and economic conditions.And from the different land regulation type angle,analyzes the agricultural land consolidation,rural construction land consolidation,suitable for cultivation of reserve land resource and land reclamation land consolidation of the impact on the environment,then summarizes the ecological environment main environmental factors are the biodiversity?landscape diversity and etc,soil and water resources main influencing factors are water network density?lad reclamation and etc,and social economic environment main influencing factors are the farmers' income?social stability and etc.Through the analysis of multiple evaluation methods,the AHP analysis method and the value of ecosystem services are taking as the land renovation planning environmental impact of this paper.In the AHP analysis model,this paper selects 15 indexes,such as The biological abundance index,landscape diversity index,density index of water,farmers per capita net income,according to the main influence factors of ecology,soil and water resources,social economy,construct the Sichuan mountain basin environmental impact assessment index system.This paper uses segmented assignment method to standardize indicators,giving the weight by using AHP analysis model,quantitativeanalysis of environmental impact land evaluation in the study area planning,the evaluation result with the standard value of comparison,this analysis to determine the environmental feasibility of land consolidation planning.As Mountain around Sichuan basin area are the land ecological restoration area,the ecological environment function influence the regional social and economic development,therefore,this paper further studies the ecosystem service value method,the ecological system is divided into 8 types.Taking the food production?raw material production?gas regulation and etc 9 indicators,established the evaluation index system of ecosystem service value of Mountain around Sichuan basin area,then calculated by estimating model of total ecosystem service value of land renovation plan in annual state system service value,according to the total value of ecosystem services change,to judge the influence of land consolidation planning on the ecological environment in the study area.Carrying out a case study through the land renovation plan for "Qingchuan county land remediation planning(2011~2015)",using the the analytic hierarchy to calculate the Qingchuan county land renovation planning environmental impact assessment score increase year by year,the planning initial year(2010)74.57 to prospect for planning ending year(2020)85.09,the land consolidation planning are feasible for ecosystem environment;service value calculated plan after the value of ecosystem services is on the rise,the planning initial year(2010)89.154 Billion yuan reflecting to prospect for planning ending year(2020)89.581 Billion yuan,reflecting enhanced ecological functions of Qingchuan County,the planning scheme is feasible in the aspect of environment.At the same time,according to the evaluation results,this paper puts forward the prevention of adverse effects of planning and mitigation measures.
