Study On The Interests' Interaction And Harmony In The Process Of City Reconstruction From The Perspective Of Policy Networks

The city reconstruction is becoming a common problem with the urbanization and industrialization of the cities all around the world. In the resent years, with the rapid development of national economy, the process of urbanization is gradually accelerating and the scope of city reconstruction is extending. Hence, the incidence of the interest that city reconstruction involved is getting larger, and the mutual relations are becoming more and more complex. At the same time, the contradiction and conflict coming with the city reconstruction are increasing. If these situations can not be harmonized and managed effectively, the social stability and economic development will be affected seriously.In order to resolve the problems caused by the city reconstruction, it is necessary to analyze the relationship of interest hidden behind concealment and the interrelated conflicts. From the inside game problem of the city reconstruction, we should make clear what the government's goal is and how to realize it, and make sure the interest of main body can be protected effectively.This thesis studies the relationship of interest resulting form the city reconstruction on the government side, and provides the governmental policy and suggestions that aimed at harmonizing the relation of interest through analyzing the reconstructed case of the Southern Bridge District of Quanzhou City. These are helpful to make full use of governmental resource and social resource, balance the correlative interest by combining macro-control and market economy, and realize the concerned policy and goal.The thesis is presented as follow: the preface introduces the background and the present research involved with the internal and external city reconstruction, and summarizes the theory and method of policy network. Chapter 2 discusses the development and content of Rhodes model in the policy network. Based on the Rhodes model and the reconstructed case of the Southern Bridge District of Quanzhou City, chapter 3 analyzes the main relationship of interest that the city reconstruction involved and the interest motivation of sub-networks. From the Rhodes model's angle of view, chapter 4 analyzes the mutual connections among the sub-networks of interest network, and reveals the conflict and cooperation among them. Chapter 5 illuminates the relationship of interest network in the city reconstruction of the Southern Bridge District, and puts forward the measure to make up harmonious relationship. It also emphasizes the importance of reciprocal action, communication, functions adjustment, jurisprudence reinforcement, planning as a whole, and so on. Chapter 6 indicates the advantage and disadvantage of the Rhodes model, accounts for the catholicity and particularity of the Quanzhou Project, and concludes the thesis in the end.
