UV (Urban-villages) is the product of a particular stage in the process of the urbanization and a phenomenon in the city emergent expansion. Since the reform and opening, with the rapid development of industrialization and urbanization, the production and consumer resources, such as human resources, logistics, capital flow, and information flow and so on, gather to cities quickly and lead to the inner tension of urban original administrative divisions, management system and urban resource capacity. All of these factors form many rural residential areas in many cities which are within the planning area; surrounded by urban constructed land, remain rural models in earthy land ownership, census register and administrative system. These rural residential areas are called UV (Urban-villages). UV is the focus point of city tension, which reflects the contradiction movement of city old pattern and new expansion intensively. Therefore, on the basis of the research in environment, society, economy, and management of UV, it has important significance to study and establish scientific and reasonable UV governance and reforming policy in completing UV reconstruction positively and properly and advancing the urbanization and urban development healthily with Chinese characteristics.The article adopts the research method of integrating point and sphere, giving priority to point. On the basis of researching UV problems, the author comparatives and analysis the policy formulation and implementation process of UV reconstruction. The author chooses "point" is Jinan city. In recent years, Jinan city applies "Strong urban function, make beautiful city image" requirements of provincial Party Committee and provincial government of Shandong province thoroughly. With the undertaking of the 11th National Games as an opportunity, strengthening the overall planning, construction and management work, enhancing the city function image remarkably, with a big step of the overall development level, the urban spatial framework of spread ing-wings development has basically formed. In this period, Jinan city implements a massive reconstruction project, upgrading a large number of lowlands and shantytown, with greatly changed urban central district appearance. Meanwhile, although since 2005, municipal Party Committee and municipal government of Jinan city began to leading UV reconstruction, the implementation speed is very slow, owing to the policy and other reasons. The UV reconstruction task is still very arduous. The UV distributing in the city centre has become the bottleneck of impacting urban image and restricting city fast, healthy and orderly development.After the 11th National Games, provincial Party Committee and provincial government of Shandong province put forward higher expectations to the provincial capital construction and development. Municipal Party Committee and municipal government of Jinan city establish the overall objectives of "expanding urban development space, build modem industry system" timely, according to the established developing policy of "eastern extension, west propulsion, south regulation, north cross, central dredge", through creating several urban complex, improve and develop the urban pattern of "one subject, three supplementary" further. With the rapid expansion of the city economic output, the population capacity and space scale, to realize the great-leap-forward urban development and ascend, accelerating UV reconstruction has become government agenda inevitably. Therefore, based on the policy practice of more than 50 Jinan UV reconstruction over five years, according to the national and local laws, regulations and rules, through describing and dissecting relative UV reconstruction empirical cases, the author compares and analysis other cities' UV reconstruction policies and practices, summarizing lessons and experience, launching multi-angle comparative research and analysis to existed UV reconstruction policy, finding problems and defects, on the basis of urbanization thoughts and pluralistic governance theory, putting forward UV reconstruction countermeasures views and policy measures with strong operability, theoretical value and tailored to Jinan city actual. All of these accelerate and realize Jinan UV reconstruction reasonably, orderly, safely, smoothly and regulate the benign implementation during a period of "Twelfth Five" time and in the future.
