The Research Of Industry Standards Impact On Import & Export Trade Of Chinese Machinery Products

Lacked the awareness of the importance of standard and failed to obtain timely information of standard from trading partners, Chinese enterprises often suffer setbacks in international market for they did not meet the standard of the local market. From the Wenzhou lighter event to the EU RoHs event, Chinese enterprises have suffered considerable loss because of the problem of standard. The events concerning standard set alarm bells ringing for Chinese government and Chinese enterprises, and thus more and more importance are attached to standard. The standard economics becomes a new field of economics.The General Secretary Hu Jintao emphasized in the important speech on constructing an innovative country that the direction and coordination of the standard formulation for the major technologies shall be strengthened. In the"Guidelines for the Medium- and Long-Term National Science and Technology Development Program (2006-2020)", the implementation of technological standard strategy was brought forward. And in"the Outline of the 11th Five-Year Plan for National Economic and Social Development", a series of new demands of standardization were put forward. The development and significance of standardization in China have drawn more and more attentions of the enterprises, governments and societies both at home and abroad. At the same time, Chinese scholars are facing great subjects that how shall we treat with standard; how shall we use it; whether the standard can promote import & export trade; whether the industry standard will make influence on import & export trade; if the answer to the former two questions is yes, how will it make influence; does the mechanism of national standard play the same role as that of the industry standard on import & export trade.Against the above background, this paper gives analysis on the researches of various countries on standard in recent years, and finds that the researches about the influences on import & export trade by standard, especially the national standard, is flourishing, but the literatures about the influences on import & export trade by the industry standard is still absent. In order to make an explanation of the influence of the industry standard on import & export trade, this paper, based on the research results of China and foreign countries, attempts to build a model of the influence of the industry standard on import & export trade, analyze the mechanism of the influence of the industry standard on import & export trade, collect and arrange the standards of machinery industry from 1986 to 2005, analyze the influence of the standard of machinery industry on import & export trade of Chinese machinery industry from 1986 to 2005 based on the co-integration analysis and the vector error correction model, and analyze the relationship between the national standard and import & export trade of Chinese machinery industry based on the vector error correction model. The research result shows that the influence of the industry standard on import & export trade is protracted and continuous, that is to say, the long-term influence that the industry standard makes on import & export trade is more significant than the short-term influences. Accentually, the industry standard in China does not play its role fully due to the inefficiency of Chinese standard system. Besides, it is demonstrated that the industry standard influences import & export trade through market supply and demand. At the end, several questions and thoughts are raised on the basis of researches of the paper to offer reference to the standardization development in China.
