Evaluation Research On Agricultural Circular Economy Development In Guangdong Province

To develop circular economy is a major strategy for the national economic and social development; it has important theoretical and practical significance for healthy development of regional agricultural recycling to conduct regional agricultural circular economy's development evaluation studies. This paper combined various research methods, including normative analysis and empirical analysis, qualitative analysis and quantitative analysis, trend analysis and comparative analysis, comprehensively evaluated the current situation and regional disparities of Guangdong Province's agricultural circular economy. Accordingly, countermeasures were proposed. The main results and conclusions were as follows:First of all, this paper introduced related theories on regional agricultural circular economy, which was based on circular economy, regional economy, sustainable development theory and agricultural ecology, and followed the circular economy "3R" principle (reduce, reuse, recycle) and the principle of local conditions. The main development modes included ecological planting and breeding mode, agricultural wastes'utilization mode, renewable resources'application mode and high-quality agriculture mode.Secondly, under the guidance of related theories, taking into account agricultural characteristics in Guangdong Province, the evaluation index system of agricultural cycle economy was built, which followed the scientific, representative, systematic and feasible principles. The system framework was divided into three layers, the top was comprehensive evaluation index, and the second layer was classification indicator, comprising four categories of indicators, namely, the resources reduction, resource recycling, resources environmental security and economic and social development, and the bottom layer was composed by 13 specific individual indicators.Thirdly, from two perspectives of time and space, the development level of agricultural circular economy in Guangdong Province was demonstrated. In longitudinal evaluation, the papers selected 14 years of indicator data from 1995 to 2008 to quantitatively analyze the development of Guangdong Province's agricultural cycle economy. The evaluation results showed the past 14 years the whole development level appeared a fluctuating upward trend, through four range segments of the exploration phase, a temporary setback, the steady development and the sustainable development. Then the achievements and problems that affected the development were further analyzed. In horizontal comparative analysis, this paper scored on development level of agricultural circular economy of prefecture-level cities in Guangdong Province in 2008 and sorted them, and in accordance with the Pearl River Delta, northern Guangdong mountainous region, East and West wings, analyzed the development differences among three Regions. The results showed that the Pearl River Delta was the best, followed by the northern mountainous region, the two wings was the last, further, in the light of the classification index, development level for the three regions were compared and sortedFinally, according to the analysis conclusions, the suggestions of future development of agricultural circular economy in Guangdong Province were presented. For the horizontal analysis Conclusions, Guangdong Province should get over the weakness, to promote steady development of agricultural circular economy, specific measures included to promote energy conservation, and control agricultural source pollution; to strengthen land management, and ensure food security; to speed up utilization of renewable resources; to push forward agricultural and rural science and technology. For the horizontal analysis conclusions, Guangdong Province needs to accelerate the strategic adjustment of agricultural structure, and implement different regional development strategies.
