Study On Ecological Compensation Mechanism Of Agricultural Non-point Source Pollution In Jilin Province

In recent years, with effective control of point-source pollution including industrial, non-point source pollution has become the most important environmental pollution problem in the world. Agricultural non-point source pollution is the most important department. Jilin province is one of the major agricultural provinces in China. Accompanied by the rapid development of the agricultural economy, agricultural non-point source pollution is also becoming increasingly prominent. If it is not be controlled in time, the sustainable development of agriculture of Jilin province will ultimately be affected. Because the control of Jilin agricultural non-point source pollution is still in its infancy, the agricultural non-point source pollution doesn't cause sufficient attention. The policy related to control agricultural non-point source pollution according to the reality of Jilin Province is also needed. The study of this paper will give the direction of policy options for the non-point source pollution controlling of Jilin Agricultural.After the economics analysis of non-point source pollution, the author studies the policy objectives of agricultural non-point source pollution control and the assessment criteria of the policy instruments. Based on the analysis of the existing agricultural non-point source pollution control policy instruments, the policy combination is needed for the Jilin agricultural non-point source pollution control. The above provides the theoretical foundation for the following study. According to the study of the status of the agricultural non-point source pollution and the controlling in Jilin province, the author arrived at the problems calling for urgent solutions. Then the author built the agricultural non-point source pollution ecological compensation mechanism as the solution of agricultural non-point source pollution problem. Based on the academic analysis and the investigation, this paper carried out the design of agricultural non-point source pollution ecological compensation mechanism in Jilin province. In this way, this paper offered the policy basis for the controlling of agricultural non-point source pollution in Jilin province.The main studies and conclusions are as follows: 1. This paper studied the reasons of agricultural non-point source pollution by the view of economic point, including market failure and government failure. Based on the analysis of macroeconomic theory, the author discussed the policy objectives of agricultural non-point source pollution controlling. Because the existence of transaction costs, it is much more reasonable to set a second best goal that is realistic. At the same time, there evaluation criteria has to be considered, such as monitoring and implementation, flexibility, political acceptability and innovative. The existing agricultural non-point source pollution control policy instruments have their own advantages and disadvantages. It is especially important to consider policy mix for agricultural non-point source pollution controlling.2. Based on the research of the situation of specific pollution sources in Jilin province, the study found the use of fertilizer is so high. At the same time, as the rapid development of the livestock industry, the livestock manure becomes to be a major source of pollution. The other pollution sources, such as pesticides, agricultural films, straw, sewage and solid waste emissions, have the trend of increased. The investigation shows that the relevant government departments have already begun to take control about agricultural non-point source pollution. But as in its infancy, there are still many problems. These provide objective facts for the next step of the control policies design.3. Based on the ecological compensation mechanism, this paper studied agricultural non-point source pollution control strategy. Give the definition of agricultural non-point source pollution ecological compensation and the ecological compensation mechanism. The incentives are most important. The author summed up the basic principles of agricultural non-point source pollution ecological compensation mechanism. Under the combination of theoretical research and empirical studies, this paper arrived at the compensation subject, compensation object, compensation targets, compensation standards and other basic elements of the compensation mechanism. Thus set up the agricultural non-point source pollution ecological compensation mechanism.4. This paper design agricultural non-point source pollution ecological compensation mechanism of Jilin province, including three perspectives: the premise mechanism, the basic mechanism and the auxiliary mechanism. The premise mechanism includes the improving the laws and regulations, the clear of management, publicity and education. According to the pollution and economic development of Jilin province, the basic mechanism includes several major sources of pollution emission reduction. The auxiliary mechanism provides impetus to sustainable development of the agricultural non-point source pollution ecological compensation mechanism. Through the above-mentioned policy design, this paper provide foundation for government's policy options of agricultural non-point source pollution controlling.
