As an important aspect of water industry, China's urban water supply services have encountered a wide range of issues, such as the unchecked increases of water, no substantial improvements of the quality of water, severe leakage and damage of water-transmitting pipes and networks, supplying water at a fixed time, etc.. This paper stems from the problems, discussing issues, such as the causes of these problems, the enjoyers of urban water supply, the duties of water supply, how to improve the ways of supplying water and the role the government plays and the functions it has. This article tries to sort through the pattern of urban water supply services, find out the shortcomings in the services, learn from advances experiences of cities form developed countries on the basis of the analysis of urban water supply services, offer constructive suggestions in the services, and particularly the roles our government plays as well as how to play.There are two parts in the Introduction part, research background and research meaning. In the former part, the paper reviews the conflicts between the supply and the need of unban water brought about by urbanization, the history of urban water supply services accompanied with relevant experiences of the author. In the latter part of the Introduction, the paper points out the fact that urban water supply is a great issue concerning the lives of people, which we must attach great importance to. This part deepens the practical significance of this paper and help to realize the managing concepts of the government.This paper uses five charters to illustrate the author's understanding and opinions about the role of the government in water supply services and how to play the role. The first chapter raises the questions and deeply discusses the problems lied in the services with the relevance of the history of the services. Then the paper presents causes of the problems on the basis of analysis, suggesting that the progress of the services could not be achieved unless the causes are taken into consideration and steps are taken to deal with the problems. It is necessary and reasonable to ascribe the problems to the government who is the launcher of the reform and thus should take the responsibility of the problems in the operating process. The government should be more responsible to the problems of itself, the solving of which is an excellent opportunity for it to reshape its images.The second chapter is to analyze the characteristics and nature of the urban water supply. Only after a good understanding of these characteristics, the Government can identify their own functions well. The characteristics of public facilities are the basis of the functions of the government. Therefore, the understanding of them is a prerequisite for the government to put itself in a correct position, clarify its powers and duties so as to serve the people more effectively.The third chapter is to introduce the advanced experiences of the developed countries in urban water supply services. The paper concludes the patterns of urban water supply services of three representative countries, the United States, Britain, France, suggesting that we should not only to learn Western ways of reform and their reform paths, but also their system construction and clear delineation of powers in the reform of China's urban water supply. It is also mentioned that the reform of our urban water supply services must reach the essence of the services and improve the construction of urban water supply services on the basis of China's specific national conditions and the actual situation.The fourth Chapter points out the functions of the Chinese government in the urban water supply services. This is the content of great importance while reinventing the arguments of government, clarifying government functions and rights, detailing government responsibility, clearing the relationship between the people, enterprises and the government. Combined with Chinese government's four major functions, we should substantially conduct their applications in urban water supply services. We will adhere to two core values of the people-oriented government functions and public interests so that the functions could be explained clearly on the real terms.The fifth chapter discusses the realization of the path of government functions. In view of the causes for the problems in China's urban water supply services, the paper points out the ways by which the government could perform its functions, which is a response to the first chapter, making the article resounding, consecutive and smooth.
