The foreign experts divided the course of urbanization into three steps: the first step is rural urbanization, the second step is the large metropolitan area, and the third step is urban agglomeration. Urban agglomeration is the phenomenon of the urbanization developed to a certain stage. Its development has become an important trend of the world urbanization. With the development of the world economy and the deepening of economic globalization, the role of urban, urban areas, and urban agglomeration in one country is strengthened increasingly.When our country formulates"the Tenth Five-year"plan, the government take the urbanization as an important national strategy for the first time. In"the Eleventh Five-year"plan, not only re-emphasized the strategic position of urbanization, but also take urban agglomeration as the development of optimized and key areas. By enhancing the cities'competitiveness and the capability of sustainable development, and thus driving the country to accomplish modernization. In the Seventeenth National People's Congress reports, the view of " urban agglomeration pushing forward the urbanization as the main form"is proposed. The city has formed a regional group, it is necessary to continue playing to their role as driving force, so as to bring along and promote the development of other areas, leading to strengthen the cities'division of labor of urban agglomeration within the collaboration and complement with each other, and enhance the overall competitiveness of urban agglomeration. For the region of possessing conditions of urban agglomeration development, it is necessary to strengthen the overall planning, taking mega-cities and big cities as a leader, cities play central role in the form of a number of smaller sites, employment, the ability of elements gathering, and population distribution of the new urban agglomeration reasonable. At present, the urban agglomeration has become the basic form in regional economic development of spatial organization and the main engine of economic growth in the future of China, meanwhile, it has become the key areas of our country in international competition. It is clear that the strategy at the national level,"urban agglomeration " has reached an unprecedented height, so we need to conduct in-depth the phenomenon of detailed theoretical studies. Yangtze River Delta region is the most comprehensive strength in China, its overall situation in the socialist modernization plays an important strategic position and a leading role, in order to understand the urban agglomeration of Yangtze River Delta correctly, this paper adopt historical analysis and logic analysis, theoretical analysis and a combination of empirical analysis methods, both at home and abroad involved in the issues related to urban agglomeration on the theoretical analysis based on the formation of the Yangtze River Delta city group have carried out a research and development, from "China Statistical Yearbook," "ShangHai Statistical Yearbook "," Statistical Yearbook of JiangSu Province "," Statistical Yearbook of ZheJiang Province " and in collecting and collating the Yangtze River Delta cities of the level of economic development, people's living standards, such as data to prove that the urban agglomeration of Yangtze River Delta's dominant position can not be shaken in the country's economic development. At the same time, the indexes and data used to measure the manufacturing structural homogeneity in Delta Area of Yangtze ,in order to reveal the problems in the industrial division of labor and cooperation. Finally, how do the cities of Delta Area of Yangtze to participate in competition and cooperation were analyzed. The views about the future development path of the Delta Area of Yangtze have been put forward. This paper includes the text of the preamble, conclusions and the other five parts, each part of the main content are described as below.The preamble of the topics introduced in this paper is the background of this paper, the main research methods, data sources and papers'structure.The first part is the basic theory and literature review. First of all, the related concept and characteristics of urban agglomeration is organized and summarized. The so-called "urban agglomeration", generally refers to a considerable number of characteristic cities of different scale that in a relatively compact geographical area, with large or very large cities of one or more as the economic core of this region, through the use of modernization of transport and integrated transport network connectivity, as well as the highly developed information network, constitute a relatively complete urban'aggregates'together. In this paper, the following introductions of theoretical foundation are the"center part"theory,"growth pole"theory, and"urban system"theory. This paper summarized the results of research for the predecessors and the evolution of urban agglomeration theory is reviewed.The second part introduces the course of urban agglomeration of Yangtze River Delta development and defines its scope clearly. Members of the Yangtze River Delta urban agglomeration progressively increase from 1982, there are 16 city-level and above cities defined formally, Including ShangHai, and NanJing, SuZhou, WuXi, ChangZhou, YangZhou, ZhenJiang, NanTong, TaiZhou in JiangSu Province, and HangZhou, NingBo, HuZhou, JiaXing, ZhouShan, ShaoXing, TaiZhou in ZheJiang Province. The members have been extended to 23 in 2006, Wenzhou in ZheJiang Province, YanCheng, LianYungang in JiangSu Province, WuHu, MaAnshan, HeFei, TongLing in AnHui Province are added.The following introduces the level of division of urban agglomeration of Yangtze River Delta. According to different methods, there are many level-divided of urban agglomeration of Yangtze River Delta. In this paper, by comparing the internal cities of urban agglomeration with the distance to ShangHai and the internal cities'GDP to divide the structure of urban agglomeration.The third part introduces the basic overview of urban agglomeration of Yangtze River Delta by using the large amounts of data and related charts. From the economic level, the standard of living, the level of opening to the outside world, the capacity of regional innovation and so on, this part introduces that urban agglomeration of Yangtze River Delta form their own advantages in recent years and the stimulative effect on regional economic development. This fully demonstrates that urban agglomeration of Yangtze River Delta plays an important role in economic system in China. Its comprehensive strength is obvious to all.The fourth part elaborate a range of current issues that exist in the urban agglomeration of Yangtze River Delta systematically, focusing on the uncoordinated administration planning of each city, converging industrial structure seriously, excessive competition on investment, the construction of urban agglomeration lack of coordination and so on. Urban agglomeration of Yangtze River Delta is an administrative system including two provinces and one municipality, the independent executive power makes regional coordination difficult, mainly because of the local government for the purposes of"local interests maximized". The local government will develop the industry and product that have good basis and advantages originally, making generous profits and benefit with quick results, good market prospect and potential demand to some extent, causing the convergence of industrial structure and adverse competition on the investment to the same project in the urban agglomeration, these issues are adverse not only to a single city but also to urban agglomeration, it is bound to affect the sustainable development of Yangtze River Delta urban agglomeration. Therefore, how to solve and handle these contradictions effectively has become a vital matter of Yangtze River Delta urban agglomeration for the following development.Part V is for the prospects and trends that on the basis of the above, looking to the future of urban agglomeration of Yangtze River Delta, and suggest that the city group should break through the restrictions of administrative divisions, on the principle of each other's advantages, mutual benefit and effectiveness to join together. Urban agglomeration should integrate area resource, coordinate the logistics, capital flow, information flow and personnel flow effectively, and establish regional cooperation and coordinated mechanism legally, hold regular coordinated meetings, communicate on the issues of common concerned topic in order to solute the internal contradictions among the group of cities and achieve the coordinated development of the Yangtze River Delta region as a whole. For the issue of industry isomorphism, the cities in urban agglomeration should make a unified plan of the region's industrial structure step-by-step, to make reasonable position and role of industrial division of labor, to strengthen the coordinated development of the industrial structure in order to form a reasonable area of industrial clustering, to have development with highlighting the region's comparative advantages and competitive advantages. For the construction of infrastructure and lack of planning for the use of resources, we should be reasonable control of the land for urban development scale and to strengthen co-ordinate the management, the protection of land resources development plans and coordinated mechanisms.Conclusion is to incorporate the main content and final results of this paper.
