Agricultural Development Bank of China (short for ADBC) is a state bank which plays an important and irreplaceable role in supporting agricultural policy, promoting new rural construction and assuring farmers rights. The employees, who are essential part in developing ADBC, if they are motivated and satisfied to the scientific mechanism, may promote the effective development of ADBC.In this paper, it researched various data, surveyed the present incentive mechanism and employees satisfaction, and then proposed this design through finding out and analyzing problems.The first part of the essay begins with the definitions of motivation and employees satisfaction. The author clarifies the main component factors and their functions, the relationship between the motivation and employees satisfaction. It is believed that employees satisfaction is effective motivation as well as the purpose of motivation.In the second part, it analyzes the current employees satisfaction, finds out the six brief problems in ADBC: unfair salary system, imperfect assessment, no long-term incentive mechanism, spiritual incentive apparent, imperfect cadre and personnel system, and imperfect double promotion mechanism that result in the undesirable competition environment. Using the theory of employees satisfaction, the author surveys the employees satisfactory degrees to their jobs, to their rewards and to their participations in nine branches of ADBC. It shows that employees satisfaction is greatly influenced by employees'gender, age, record of formal schooling and position. In the third part, it proposes the following incentive principles and ways according to employees satisfaction in ADBC. Based on the five principles of direction, fairness, suitability, timeliness and stability, the author defines the main contents of incentive mechanism in ADBC. Firstly, to establish a scientific mechanism of employing increases employees satisfactory degrees to their jobs through defining their specific positions, full understanding of employees, giving full play to the employees, improving work challenging according to the needs, sufficient to satisfy the needs of employees and unit interior need, and cultivating reserved cadres. Secondly to improve the employees satisfaction to their rewards through combining the material with spirit method. Rewards affect the employees work enthusiasm importantly. To fully obtain the employees great potential and increase their enthusiasm we should set up a scientific system of income, fair promotion mechanism, dual combination of spirit award and material reward. Thirdly, the construction of system will improve the employees satisfaction to their job participations. To strengthen the cohesion in ADBC, combined with the actual fact of ADBC, mainly through strengthening enterprise culture construction, public affairs and office soft environment construction,It is an important task to establish an incentive mechanism which plays a positive role in promoting human resources management in long-term development of ADBC. To analyze and establish an incentive system through employees satisfaction is a try and innovation. But we can see the theory basis and the results from setting up the incentive system clearly. It is practical in construction of incentive mechanism in the view of ADBC current.
