International financial crisis makes the world economy slow down.Inevitably, various industries will be affected to a certain extent.Construction Enterprises are facing severe test.At this point,survival and development of the enterprises should rely on the HR.Then how to design,maintain and adjust internal HRM System, especially the performance appraisal system,which is also the core of modern enterprise HRM,to achieve the purpose of attracting and retaining talents,as well as exerting their greatest potential is particularly important.The project managers of Construction Enterprises,who play an important role in the process of the construction activity,are commissioned by companies to manage the process of construction.Evaluating their performance objectively and justly is the crucial factor of motivating them.Therefore,researching their performance appraisal is extremely significant.In this article,using the methods of qualitative analysis and quantitative analysis combining theoretical analysis and empirical analysis,we research the Construction Enterprise project managers targetedly.To begin with,based on analysing the performance appraisal characteristics and the current situation of Construction Enterprise project managers,it establishes the enterprise-level,department-level and job-level performance appraisal index system according to the BSC and KPI. Accorrding to the the complexity and the multilevel nature of appraisal,it uses the all-round performance appraisal method in the process of implementation and founds the Fuzzy Comprehensive Evaluation Model based on the AHP method.If we simply use the AHP method to determine the weights of indicators,the calculation process will be more complicated.So we take advantage of the MATLAB software to obtain the largest eigenvalue and eigenvector.Through the normalized treatment of the eigenvector and passing inspection,final weights of indicators will be defined.With such a powerful MATLAB math software,we can carry out evaluation of the actual job accurately and easily.At the same time,it does a fuzzy comprehensive evaluation for a project manager of a Construction Enterprise,which provides a scientific basis of performance improvement,paying distribution and career planning.
