With launching of project law that affects the Chinese construction sub-sector, the large and middle sized state-owned construction enterprises have developed a management style that takes construction project as its focal point. Construction project managers are entrusted upon by the legal representatives of the enterprise a responsibility according to which the project managers must take the full charge of the construction process. The project managers play a significant role in the process of construction. The objective and fair appraisal of the performances of the project managers plays an important role in the incentive mechanisms. Thus an examination and scrutiny of project management proves to be of significance.First, the research attempts to define the project manager's performance from the two aspects of performance and competence and then designs the performance management process flow according to conditions and features particular for the performance management of the construction project manager. Second, the research seeks to apply MBO (Management by Objectives) to prepare the performance plans of the project managers following the analyses of the project manager's job and project team's objectives. And competence plans are made according to the requirements of project managers appreciated. The present research seeks also to point out that the performance has been carried out by continual performance communication and job record. Third, MBO is suggested to appraise performance and 360 Degree Method to appraise the competence. AHP and Comprehensive Appraisal Method are applied to set up the performance appraisal model for construction project managers. The performance and competence of the project managers can be improved by performance feedback communication face to face and performance enhancement planning. At last QingDao department of the eighth construction bureau of China has been adopted as the case for field survey, and the performance appraisal method herein has been used to appraise the performance of project managers. The results confirm the research findings of the present research to be of significance.
