The Study On China's Agricultural Domestic Support Level Under The WTO Rules

In the new stage when our country economy development entered that we should promote agriculture development by industry and develop the township by the city,we already have the abilities and conditions to energetic support "three agricultural".Taking a wide view the developing process of agriculture in the world,many countries takes relevant industry re-feeding agriculture policy on the basis of their individual features at this stage,in which agricultural domestic support is the most important and the most common policy tool by every government.Because of the influence of national development strategy,the level and power of our agricultural domestic support is limited for a long time,have not formed a normalized institutional system of agricultural domestic support.However,when we have enough attention and financial strength to support agriculture,but there existed the complex international restrictions unfairness. How can we overcome the restrictive factors,adjusting the direction of our agricultural domestic support under the premise of not break WTO rules,accelerating China agricultural domestic support system innovation paces,making clear the goal and task of agricultural domestic support and carrying on long range planning,to make it more correspond with the strategic thinking on the three agricultural problems in the new situation,it is an important subject that our government have to face on the current and future period.Based on above-mentioned aim this paper is well researched on China's agricultural domestic support problem.First,it precisely defines the connotation of agricultural domestic support,expounding the related rules of WTO concerning agricultural domestic support and our country's promises,which are the legal spatial constraint of China's agricultural domestic support problem;Secondly,it makes a deep analysis of historical changes,current situation and existing problems of China's agricultural domestic support,which are the realistic restriction faced by China's agricultural domestic support;Then,it Calculates China's agricultural domestic support level and structure change by means of the international general estimating method,and makes an empirical analysis on policy performance of the specific policy measures of Green Box and Amber Box by using C-D production function model,which are the organic combination of macroscopic grasp and microscopic analysis of China's agricultural domestic support level effect with demonstrations;On the basis,it brings forward optimization scheme and suggestions to improve China's agricultural domestic support level,which are the overall guiding principle and eventual purpose of China's agricultural domestic support problem.
