Study On Agricultural Domestic Support Under The Multilateral Trading System

Agriculture is the foundation of the national economy, with strong exterior nature,multifunction and frangibility , therefore, agricultural domestic support policies were introduced to most countries. National conditions and specific policies are different, but the agricultural domestic support policy changes in different stages shares common characteristics and certain regularity. This paper discusses the support policy change in major countries, summarizes the domestic support policy development and the evolution general rule, and based on this, carries on the overall assessment using OECD method to the domestic support level, provides the reasonable suggestion for our country agriculture domestic support system's establishment.The first part defines the concept of agricultural domestic support ,and proposes to understand it from broad sense and narrow sense. The second part analyzes the necessity of sustaining agricultural domestic support from theoretical and realisticaspects.The third part adopts comparative analysis in policy tools and assessment method ,finding OECD synthesis effect method to be used as assessing the level of domestic support , and the fifth part utilizes this method to carry on domestic support level reckoning. The fourth part analyzes policy changes in the United States, EU and Japan, summarizes the common law in such changes, and also compares changes before and after China's accession to WTO on domestic support, and analyzes the similarities and differences between China and the world's major countries. The fifth part utilizes OECD synthesis effect method to reckon domestic support level of the United States ,EU ,Japan and China, carries on the trend of development searches, and on this basis, proposes suggestion for improving China's domestic support system.
