Chinese Communist Party's 3rd Plenary Session of 16th Conference put forward that new type of peasants with education,technology,and experience of doing business shall be trained and peasants' general quality shall be improved.CCP's 3rd Plenary Session of 17th Conference also put forward that agricultural foundation shall be strengthened,peasants' income shall be raised,peasants' rights & benefits shall be guaranteed,harmonic countryside shall be promoted,and we should fully stimulate mass peasants' enthusiasm,go-aheadism,and creativity and well and rapidly promote the development of our society of rural economy.To achieve all the above-mentioned tasks rests with effective public policy that is made and implemented by the Party and our government,with peasants as main part,especially the peasants who are well educated,possess technology,understand business running,and can give solution to all kinds of problems occuring in the process of rural economic development under certain conditions,and can lead or influence other peasants on becoming rich..Especially while entering 21st Century and at the critical period of constructing new rural communities and building a well-off society in a all-round way,we need new type of peasants more urgently than ever.Concentrating on talented peasants' difficulty and their development, and to understand how to effectively train and bring up a group of talented peasants with high quality and reasonable structure,so as to turn out rich resource of talented peasants into a vast hunman capital will be a very important task for us in the near future.But ever since a long time ago,we've been facing many problems related to our rural human resources that are backward,unhealthy backlogged,low quality and gross quantity,seriously running off,unreasonably-structured,lack of investment,wasted too much,imperfect on evaluating system,and not secured with mature mechanism,all of which are bottlenecking the construction of new rural communities.According to Marxism,the theory of human resource in Deng Xiaoping's Scientific Thought of Development and the relocation on talents in the 2003 National Human Resource Working Conference,also based on analysis of the current status of rural talents, existing problems and the causes,and also referencing relevant foreign experience, the thesis writes the development of rural human resource.In the principle that the Party manages talents and through government's public policy making,capital investing, educating & training,and some other new measures of rural human resource development such as stabilizing basic education,increasing quality-oriented eduction, setting up & amplifying human resource market,selecting & recruiting excellent graduates to serve in rural area,encouraging urban talents to serve or begin an undertaking,accelerating rural startups' training,building up human resource market balancing rural & urban talents' development,reforming education system in rural area's high school & vocational school,and speeding up the construction of rural talents strategy,we can truly help rural talents be out of predicament,be more active,ensure the construction of new rural communities,and finally make contricution for building a well-off society in a all-round way.
