The Research On The Mode Of Compasation And Resettlement In LieDe VIC Reform

The key issue of the villages in city(VIC) reforms is the problem of interest distribution, and the specific patterns and policies of VIC reforms form as a result of the coordination and distribution of interests of all parties.The focus of distribution of interest is compensation and resettlement problems:the villagers hope to receive as more compensation as possible from the VIC reform,the government to benefit from VIC reform,and developers to gain profits through participation in the VIC reform.It is a core problem how the three parties which participate in the VIC reform realize the coordination of interests of all parties through the compensation and resettlement of the VIC reformThis paper takes as its research object the compensation and resettlement of LieDe VIC reform that is the first comprehensive renovation in Guangzhou.Firstly,it mainly investigates how the LieDe VIC reform get the money and pay them in the mode of compensation and resettlement,and on the basis of this investigation,it analyses the mode of compensation and resettlement of LieDe VIC reform,including analyzing the causes of building the mode of compensation and resettlement,and the problems that the mode of compensation and resettlement of LieDe VIC tries to resolve.Secondly,it evaluates the mode of compensation and resettlement of LieDe VIC reform,explores the merits and disadvantages of compensation and resettlement of LieDe VIC reform.Finally,combined with the merits and disadvantages of compensation and resettlement of LieDe VIC reform and the present situation of domestic researches,this paper puts forward how to establish the reasonable mode of compensation and resettlement of VIC reform and analyses the roles that the public policy must play in the compensation and resettlement of VIC reform,so it would provide valuable proposals for the other VIC reforms especially on the compensation and resettlement of VIC reforms.
