Research On The Problem Of Old-age Insurance Provincial Planning

In a long term,Chinese basic old-age insurance funds market has not been in balance. And the majority of regions now pool funds based on cities or counties themselves so that the program has a small-coverage,low-level,decentralized fund management,small transferring effort and low anti-risk ability,which makes it difficult to provide the basic pensions for retirees timely and fully.In order to get out of this unsustainable development model,the central government proposed to increase the level of co-ordination gradually to meet the essential needs of the old-age insurance socialization,and ultimately realize the national co-ordination.As early as in 1998,the State Council stipulated that all provinces and municipalities implement provincial-level co-ordinate of old-age insurance.After ten years, however,such great cause has not yet been completed.From both theoretical and empirical perspective,this paper attempts to analyze the provincial co-ordinated system of old-age insurance funds,putting the slow development of the provincial Commission for many years as the breakthrough point,and based on the analysis of root and deep-seated reasons for the system development barriers,this paper takes Fujian Province's old-age insurance as an example,so as to provide a model for other provinces and autonomous regions.Meanwhile,makes a few suggestions for the provincial-level co-ordination construction of China's old-age insurance system.First of all, establish a unified pension insurance mechanism.Secondly,establish a relatively concentrated decentralized management mechanism.Thirdly,accelerate the step of making actual individual account.Finally,insist on a sustainable development concept.In short,the speed-up the provincial co-ordination is the key to reform the social old-age insurance system smoothly,is a prerequisite for achieve national co-ordination.
