Green GDP Accounting Research In Fujian Province Under Angle Of View With The Emergy Analysis Method

It has been a long time, people have been using GDP to measure a regional or national economic situation, since the shortage of resources and the deterioration of ecological environment in the whole world, the GDP's defects are gradually apparing.In order to improve and eliminate the defects, it is very important and urgent to start green national economic accounting. The green GDP index is the center of the green national accounting,and the resource and the environmental cost accounting is the key to the green GDP accounting as well as the main difficulty of green GDP accounting. So far, there is no uniform method of its accounting. Currently there are several accounting methods which have significant drawbacks, they could not only unified the ecosystem and socio-economic system but also can not be scientifically accrete accounting of the costs of resources and the environment. The emergence of emery analysis can solve the the problems of this malaise.Emergy analysis method is based on emery which transform the different systems with different energy into a unified standard to quantify and compare.Emergy theory and method like a bridge to link the ecosystem to the socio-economic system and measure the value of the environment and resources, which make it come true that put the cost of resources and the environment into the national economic accounting system by this way.This article is based on the SEEA accounting system of environmental resources and applies the Odum's emery theory and analysis methods to measure the local economy of green accounting and make Fujian Province as a case to try to explore and analyze the development of green economy in order to make a little contribution.Through the calculation and analysis of the emergy in Fujian Province from which can be found that it consume natural resources (soil erosion),industrial secondary energy(coal, oil and gas,etc) and agricultural secondary energy(fertilizers,pesticides,plastic sheeting,etc.) in the process of social and economic production in 1995,2000,2005,2007,2008 the total emery consumption for emdollars respectively to 1.13×10¹⁰$,2.34×10¹⁰$,4.42×10¹⁰$,7.04×10¹⁰$,8.66×10¹⁰$.Respectively,an increase was 107.08%, 88.89%, 59.28%, 23.01%,and respectively,its share of GDP was 45.01%, 51.47%, 55.09%, 57.69%, 55.54%, which showed that the consumption of natural resources in Fujian Province was increasing with the year of 1995,2000,2005,2007,2008,so the development of social and economic in Fujian Province was mainly based on the consumption of natural resources.In the process of social and economic production in Fujian Province during the year of 1995,2000,2005,2007,2008,the told loss of environmental resources (including the emission fo waste water,gas and solid) for emdollars was respectively 2.26×10⁹$,4.39×10⁹$,1.02×10¹⁰$,2.01×10¹⁰$,2.25×10¹⁰$.An increade respectively was 94.25%,132.35%,97.06%,11.94% and its share of GDP was respectively 9.17%,9.63%,12.74%,16.57%,14.40%,from which showed that the consumption of environmental resources continue to increase d uring this period of economic production in Fujian Province, especially a large amount of exhaust gas drain off to the natural ecological and economic system which account for more than 90% of the depletion of environmental resources. Therefore,we must step up the efforts to control and govern the discharge of waste gas.The national economy in Fujian Province that is also traditional GDP was respectively 2.51×10¹⁰$,4.55×10¹⁰$,8.02×10¹⁰$,1.22×1011$,1.56×1011$ in the year of 199,2000,2005,2007,2008,its respectively increased by 81.27%, 76.26%, 52.12%, 27.82%,and the absolute growth in GDP during this period amounted to 13.09×10¹⁰ $, the absolute growth rate was 521.51%,which indicated that the traditional GDP in Fujian Province has been increased in the period of the five year.If the natural resources and environmental resources depletion deducted from the traditional GDP, green GDP in the year of 1995,2000,2005,2007,2008 was respectively 1.15×10¹⁰$,1.77×10¹⁰$,2.58×10¹⁰$,3.15×10¹⁰$,4.69×10¹⁰$,and respectively, its growth rate was 53.91%,45.76%,22.09%,48.89%.And respectively the share of conventional GDP was 45.82%,38.9%,32.17%,25.82%,30.06%.This indicates that although the growth of green GDP is increasing, the growth rate of green GDP has been slower than the conventional GDP.Its share of the traditional GDP was declining from the year of 1995,2000,2005,2007, the proportion in 2008 was higher the the precious year (2007),but as a whole, the trend of the gap between the value of traditional GDP and the value of green GDP continues to be high. This is mainly due to the consumption of natural resources and the depletion of environmental pollution's growth rate are both higher than the growth rate of conventional GDP, and both the proportion accounted for GDP increased every year, which leaded to the development of green GDP's growth rate is slow and the the proportion accounted for the conventional GDP was decreased continuously in overall terms. This shows that although the economic growth and overall of the conventional GDP is gratifying, the quality has continued to decline. The green GDP accounting results in Fujian Province show that the accounting of the traditional GDP is high, and its economic growth merely reflects the number does not reflect the quality of growth, it does not reflect the economic growth process in the natural resources and environmental resources consumption, which means that GDP growth in Fujian Province, a large proportion of growth is based on consumption of the natural resources and the loss of environmental resources as a precondition, so that economic growth in Fujian Province at the expense of consumption of the natural resources and the loss of environmental resources and the cost is very high. Finally, the article put forward recommendations to the development of green GDP in Fujian Province according to the analysis.
