This paper chooses the suburban waterfront's tourism real estate as a research object. Taking the related concepts and academic researches as a beginning, and after analyzing the development of the tourism real estate at home and abroad, this paper summarizes the existing problems of the real estate and points out that the key to solving these problems is to establish a scientific planning system as soon as possible. Subsequently, through comparing with the relevant plans and combining the features of the suburban waterfront, the paper comes to the characteristics and four important aspects of the planning system for the suburban waterfront's tourism real estate. Further it takes tourism location theory, the distinction development theory, the tourism image positioning theory, the sustainable development theory and the system exploitation theory as supporting theories to establish a planning system of the tourism real estate in the suburban waterfront. Finally, by studying Suzhou Industrial Park's Yang-Cheng island, it further explains the planning system in order to achieve a combination of theory and practice.
