In the new century China is still in the primary stage of socialism. Diversified economic structure and the forming of a stable society are faced up with the growing gap between the rich and the poor, the existence of a large number of vulnerable groups, and the problem of the social security that can't be improved in a short time. At present, China is fully implementing the scientific development concept, building a harmonious socialist society, so the third distribution led by charity is an important way of building a harmonious society and the system of socialist core value, an realistic embody of pursuing fairness and justice in a harmonious society, a contribution to the exchange and mutual assistance at all levels in a harmonious society and a an effective compensation of government functions in a harmonious society .The third distribution in China is developing rapidly, but the degree of the mass participation is very low , the whole society has not formed a strong sense of charity and social atmosphere, our government interferes too much, namely, a charitable organization and the charitable activities are led by the government, the charitable organization itself with poor public credibility and poor management systems is building behind , legal oversight mechanisms are imperfect and legislation lags behind and so on. As a result, the number of charitable organizations is increasing quickly, but t developing slowly; the number of charitable donations is growing, but the whole is lagging behind the overall economic development; the action of donation lacks long-term stability and the third distribution does not play its due role.If we want to develop the third distribution, we must lay a solid foundation and strengthen the moral, social, economic, implementation, organization of the third distribution. Meanwhile we must develop and improve the operational mechanism of the third distribution, that is, the culture, organization, incentives and supervision mechanism.
