Study On The Utilizable Land Resources In Liaoning Province Based On GIS

The land total area in Liaoning Province is 1.475×105km2,is 1.5% of all in China,which is the 21th. Land area per capita is only 0.36 hektare,and the area of unused land which is 51.2% of all the area in Liaoning Province is 753 hektare. With the fast development of cities,the faster developmnet of extended urban land use must lead to the increase area of urban land,the decrease area of good cultivated land surround the citise. Moreover,there is much cultivated land destroyed by natural disasters in Liaoning Province. It has changed the utilizable land into unusable land. All of these must lead to increase area of urban land, heavy land degradation and serious absence of backup land resources,ete. Under the guidance of National Development and Reform Commission,Liaoning Province roundly have carried out planning of major function oriented zoning. The land in Liaoning Province will be wholly evaluated by the measure of evaluation of utilizable land. These will provide objective and exact data to the planning of major function oriented zoning. Evaluation of utilizable land resources will ensure the rational planning,steady area of cultivated land and to fill the demand,to satisfy the development of national economy. It is the conjunction of speed, benefit and potential of land resources utilization. Meanwhile,it also provides favoring,healthy and scientific ensurence to the development of national economy.In terms of economy,society and culture,evaluation of built-up area in some city is meant to evaluate the carrying capacity of its surplus or potential utilizable land resources for the population concentration and the development of industrialization and urbanization in the future. That is to say that it will evalute the quantities,qualities and centralized scales of the backup and fitting built-up area. For some city,it is not integrated or all-around to evaluate the development of the carrying capacity in the future by the measure of the absolute qualities of the utilizable land. So it is necessary or feasible to put forward to the ameliorative project combined with the national technology regulation based on GIS.Base on the researching actuality of land resources,this study expatiates the major function oriented zoning about the technology regulation of evaluation of utilizable land resources and puts forward to the ameliorative project. Take Liaoning Province as an example,the paper evaluates the utilizable land resources in Liaoning Province combined with planning bases on GIS software platform-MapInfo,expecting to provide referrence to the major function oriented zoning planning.
