Recently,with the accelerating pace of china's urbanization and industrialization, the requirement of housing is increasing,the development of extension around the urban becomes rapidly.Urban development,especially the tasks of housing development and construction are arduous,the majority of our cities are faced with urban land development and investment efficiency is not high,the structure of housing supply is irrational,the over-rapid increase of the housing price etc.What is more,the real estate industry in china,with the situation of urban development becomes ugly,and the competition among corporations becomes more and more fierce,the old housing development pattern,has not well adapted to the requirements of enhancing the core competence of enterprise and the trends in the new age of urban development,there is an urgent need to re-explore the development pattern.The study in this paper is basing on solving the above mentioned problems and it will be put forth in the following four parts:Chapter one,the introduction,briefly introduced the background of knowledge, the significance of the study and made a review on the relevant conception and theory.Chapter Two gives the analysis about the development of urban land exploitation and the common commercial housing development.Firstly,urban land development was deeply expatiated in such respects as the evolvement features of land development,the revolution of land use system,the features of land development pattern and the problems existing in the development process.Secondly,an analysis was set forth on common commercial housing development patterns,which was analyzed by classification and comparison in the aspects of the developer and the developing objects.Basing on this,a conclusion was drawn out that many defects of the current development patterns have been already exposed.Along with the advancement of the urbanization,it can no longer coordinate the relationship between the city land and the housing development.And it also points out that the developing direction of them,analyses the motivation of the common commercial housing development combined with the land operation.Chapter three explored a new development pattern of housing,named fringe new town of land operation,which is the result of the advanced land operation and housing development.The new pattern was fully explained in five aspects.First,definition of its exploitation conception,scale,and general operation pattern;second,the background,namely the establishment and improvement of urban land reserve system; third,the guiding ideas which was analyzed according to four aspects;fourth,the operational circumstances for the new pattern,including three preconditions which is proper land marketization,qualified operator,establishment of relative law;fifth,the construction pattern inclusive of the definition of the operator,operating manner and the operator's function.Chapter four brought forth a case of fringe new town pattern—Rural City Project in Jinan,and analyzed its locational character and exploration and operation feature, by which displays each steps of the project:the land operation,housing development, community operation and industry chain development and the strategy the operator applied to execute the fringe new town by right of the circumstances and its own resources.Further more,as the project is still in process,a prospect was made on the future operation.The conclusion was drawn out that fringe new town development is a proper method to improve the housing supply structure,to make the real estate enterprise prosperous,to quicken up the urbanization and to optimize the real estate exploitation of urban-rural area.The development will not only offer opportunities to large-scale enterprise,namely the chance to develop into a city operator,but also prevent them from risk.Meanwhile,the enterprise will be much more competitive.And benefit from the development since middle and small sized enterprise can get the support and survival space.What's more,it provides citizens the housing of high quality,and provides the valuable practice which helps to coordinate the relationship between government and market and to serve urban housing development and construction harmoniously.
