Research On The Evaluation Of Implementation Of Overall Land Use Planning

Overall land use planning is based on regional economic social development and the characteristics of land resources. It rational arranges land resources and formulates the control measures at a certain period of time. It is a programmatic document for national land management and urban and rural construction, an important means to optimize the allocation of land resources, a base to implement the land use zoning control. In this context, our country launched the third round of overall land use planning revision. While the scientific evaluation on the implementation of the last round overall land use planning, analysis the results achieved with the problem existed, is an important part of the planning revision. By further clarifying the outstanding problems and contradictions of the implementation process of the last round land use planning, we can propose solutions and measures to the problems, establish the basic principles of planning revision, improve the standards of planning and lay a solid foundation for the new round of comprehensive planning revision.The first part of this article summarizes home and abroad research about the evaluation of the overall land use planning implementation. From that, the author finds most researches are from a single point of view, so that we cannot grasp the whole effect of the overall land use planning implementation. This article compares the effect of the overall land use planning implementation through the single-indicator evaluation and many indicators evaluation .The second part analyzes the last round of Sanming City overall land use planning from various aspects and the implementation of land-use Change, points out the problems exited in the implementation process. Part III from a single indicator and many indicators comprehensive evaluates the last round of Sanming City land use planning implementation. Using qualitative and quantitative method, combining the quantitative data with non-quantifiable factors, making qualitative factors quantitative and quantitative the calculation results of quantitative data, ultimately, the author arrives at the conclusion of the study. The author concrete analyses the various benefits of the implementation of planning (economic, social and ecological benefits), uses co-ordination model for a comprehensive evaluation of the planning, points out the results achieved with the problems existed. The fourth part proposes recommendations for the next round of planning revision from five aspects including the planning data must be accurate and detailed; strengthening farmland protection awareness, focusing on the connotation of potential construction land; strengthening the convergence of the various types of planning and land use planning ; combining "rigid" and "flexibility"; strengthening public participation .Overall, the effect of the last round of Sanming City general land use planning is good. Each indicator of single-indicator evaluation has been implemented at a certain degree. The cultivated land reduced a lot, but the number of basic farmland have basically completed. The land economic efficiency and intensive utilization enhanced. Infrastructure and major projects has been protected, the land use zoning measures targeted on the district. The last round land use planning has played a good role to guide and promote the land use. After the implementation of Planning, the city's per capita living standards have been improved, UN-Habitat public green area has been increased and the quality of ecological environmental has been gradually improved. In general evaluation of Sanming City, in 1999 the value of evaluation is higher than 80 points. It shows the role of overall land use planning is quite obvious. The implementation of the indicators and their making the benefits of social, economic and ecological is coordinated, and the implementation of overall land use planning promotes the socio-economic development. The 2001-2005 value of evaluation of Sanming City land planning is 75 points. The effect of overall land use planning is not good. A lot of indicators has been ineffective, these indicators and the benefits of planning coordination is unlikely. The value of evaluation during seven years was decreasing year by year, the control effect of many indicators is increasing weakening.
