Implementation Evaluation Of General Land Use Planning (2006-2020) Of Tianjin City

General land use planning is an important basis of the implementation of land macro-control and land-use control.And the implementation stage is one of the important parts of the whole process.The implementation evaluation of the general land use planning is not only the essential means to ensure implementation,but also the basis of this round of general land use planning revision.The ministry held a national video conference to miobilize the improvement work of the general land use planning in November 2014.The time limit of implementation of General Land Use Planning of Tianjin City(2006-2020)is halfway now,the preparation of the new round of revision is on the way.On the basis of summarizing the existing literature and research results,this paper builds index system which includes 14 secondary indexes based on the status of control indicator,economic benefits and social and ecological benefits.After sorting and analyzing the index of Tianjin from 2005-2014,this paper uses AHP to confirm weight and standardizes the data to figure up the implementation evaluation of the general land.The result is 0.827 and implementation effect is better.The arable land declines year by year and is very close to the expected value.The scale of construction land growth so fast that has already exceeded the expected target.This paper selected 10 agricultural district of Tianjin to analyze the regional difference of implementation effection of the general land of Tianjin.This paper builds another index system based on land development and utilization,synthetical management benefits and intensive and ecological protection degree.This paper divides 10 districts into 3 types:Wuqing district,Binhai district and Xiqing district which belong to "excellent",Dongli district,Jinnan district and Beichen district which over 0.7 and Baodi district,Jinghai district,Jizhou district and Ninghe district which behind 0.7.The analysis concludes that regional differences are obvious in implementation.Dongli district,Xiqing district,Jinnan district and Wuqing district are serious in arable land decreasing than others;the scale of construction land of Wuqing district,Binhai district,Dongli district,Baodi district and Jinghai district has already exceeded the expected target,while Jizhou district and Ninghe district are slower than the expected.Above all,many suggestions are proposed:moderate shrinking arable land area of 2020,moderate increasing expected value of construction land scale,revision according to local conditions and trying and improving multiple unification,etc.
