Research On Ecological Compensation Of Exploited Coal Resources

The environmental pollution and ecological damage caused by the exploited of coal resources, has hampered the sustainable development of human society seriously. At the same time, mining environmental is a complex issue extremely, which has its deep economics root causes, such as the eco-capital theory, public goods theory, externality theory, property rights theory and game theory.Based on the previous studies and extensive data collection, the article analyze the problems exist in ecological compensation of development coal resources, that is the ecological compensation law, regulation, compensation costs, compensation mechanisms then bring forward methods and responses aimed at implementation of ecological compensation: a clear legal definition of ecological compensation and improving the ecological compensation local laws and regulations; establishment of a special ecological environment management sector, local Co-coordinating Committee; establishment of coal mines to resume management of the environmental protection system; improving the ecological compensation mechanism.This paper used the methods of combining the norms research and empirical research mostly, taking the development of Baorixile coal resources as an example, estimating cost of ecological compensation in the coal mine, providing the basis gist and quantitative support for the development of coal resources and formulation the environmental protection policies to the ecological environment.
