Research On The Ecological Compensation Mechanism Of The Coal Resources Development In Fukang City

Fukang City is one of the more economically developed cities in the Xinjiang Tianshan slope economiczone, which is abundant of coal resources for providing favorable conditions to develop the coal coke&chemicals industry etc, abundance coal resources plays an important role in transforming advantageousresources and constructing chemical industry base in Xinjiang. However, in the process of development ofcoal resources, the contradiction between resource development and ecological protection becomeincreasingly prominent in Fukang City. How to promote harmonious development between industrial andeco-tourism urban positioning in Fukang City, need to establish the development of coal resourcesecological compensation mechanism, improve ecological compensation relevant policies; explore aneffective way to solve the contradiction between the development of coal resources and ecologicalprotection; promote the coordinated development between the local economy and ecological environment.This paper summarizes on the basis of ecological compensation theory and the situation of ecologicalcompensation of the coal resources development at home and abroad, analyses the current situation andproblems of ecological compensation of the coal resources development in Fukang City, builds the basicframework of ecological compensation mechanism for the coal resources development, empirical studieson Xigou Mine ecological compensation issues, on this basis, puts forward countermeasures andsuggestions to improve the ecological compensation mechanism of Fukang City.The main contents and conclusions are as follows. First, Coal resources development and ecologicalcompensation in Fukang City，mainly from the status quo of ecological compensation development andutilization of coal resources, coal resources development impact on the ecological environment and thecurrent ecological compensation policy and other aspects. Second, The compensation mechanism thatfollows the principle such as who destroy the environment, who compensate,"new account" and" oldaccounts" separate governance etc. Compensation system involves the body, the object, the standards andthe way of compensation. Compensation body should be developed for the coal enterprises or governmentdepartments, Compensation object for the destruction of ecological environment, mining impaired residents.The standard of compensation is ecological destruction, pollution, and loss of three aspects of the miningpopulation model estimates. Compensation may take the "new account, old account" separate governance;corporate investment, corporate governance; government finance, governance; enterprises, governmentfinance, governance; corporate, residents negotiated five ways of governance. Third, takes the Xigou Mineas an example for ecological compensation case analysis, points out that the body of ecologicalcompensation for the coal resources development in Xigou Mine are enterprises and local governments, theobject of compensation is the ecological environment and mining area residents, estimates that thecompensation amount is0.96%of the coal output, the standard of compensation for tons coal ecological is3.5, chose separate governance as the way of compensation for new mines, the old mine; enterprises andgovernment finance, government governance. Forth, proposes should establish of a sound legal andregulatory system, integrate the policy for ecological environment recovery, formulate the technicalspecifications for ecological compensation, strengthen the regulatory responsibilities for ecologicalcompensation, and enhance the public awareness of ecological compensation and other operation safeguardmeasures of ecological compensation mechanism.
