For a long time, the state-owned forestry enterprises have caught into the predicament of the forest resources and economic crisis—the "two crisis" situation due to the influence of planned economy mode. So they are confronting with a very grim situation. In recent years, the state-owned forestry enterprises are exploring the way for the "two crisis" plight. The only way to shake off the dilemma is intensifying the reform. Previously, they obtained the reform by administrating decentralization, adjusting the national interests and relations between enterprises. The reform did not rise to a high degree of innovation system, so it failed to achieve a breakthrough ultimately.Ji Lin Forest industry group which is one of the four forest industry groups implemented the reform firstly. It achieved some results: processing industry withdrew from all state-owned capital and all of the complementing industry made a conversion to enterprise run by the local people. And then it transferred of all social functions, made a conversion of all workers labor relations. At last, the group made a transformation into a shareholding system. It cracked so many problems that troubled state-owned forestry enterprises, such as the single ownership structure, a large number of superfluous personnel, the social burden is heavy and the principal work is not prominent. At the same time, the ability of the enterprise to make a profit is not strong. Ji Lin forest industry group's gradual achievement explored a beneficial way and made a inspiring and reference function for the state-owned forestry enterprises.Firstly, the test exposited the backdrop and the synthesis of theories about the relevant research, and then it analyzed the reason for Ji Lin forest industry group's reform from four respects, including the pushing of state owned business' reform in Ji Lin province, the actual demands of Ji Lin forest industry group, the maximum demands of the total social benefits and the demands for forestry's sustainable development. It analyzed the implementation scheme of Ji Lin forest industry group, including its overall thinking, the main points of the modus and the circumstances for the reform. The text used the statistics software SPSS13.0 and the methods of main composition and antithesis to analyze economic benefits, social benefits and ecological benefits, and then it can survey the special value of its reform. At the same time, it mainly exposited the necessity of intensifying reform for Ji Lin forest industry group from four respects: the dominance of state-owned shares, group's listing as a whole, the problems of industrial following development and the carry-over problems of society, and then it proposed the measures for intensifying reform from the four respects in the future. At last, it proposed the relevant policy recommendations for state-owned forestry enterprises' reform by basing on the experience of Ji Lin forest industry group's reform from enlightenment angle, including the government leading role in the reform, the option for the modus of reform and maintenance of the rights and interests for the staff.
