The Study Of Resource-based Cities Development In Heilongjiang Province On The Basis Of Circular Economy

The resource-based cities in Heilongjiang Province are important resource and energy base of our country, which has played a tremendous role in the national economy development since our country founded more than 50 years.However, resource-based cities in Heilongjiang Province mostly formed under the traditional planned economic system, due to the traditional linear economic impact,resource-based cities formed the patterns of a single mining, economic growth excessive relying on the outputs of resources, extensive mode of production, the single economic structure and mass exploitation of the resources lead some cities to be on the verge of drying up, such as coal, petroleum, timber. Depletion of resources brought out a series of economic, social and environmental problems, and the partial mining areas lost their original economic advantages, the status of resource-based industries declining, the development of the resource-based cities were blocked. Facing with a series of the distress, resource-based cities need extricate themselves from difficulties and achieve sustainable development cycle must carry out circular economy reforming.Through the analysis of a large number of data ,and on the basis of collating related research on the circular economy development of the reource-based cities at home and abroad, the articles obtained a series of problems that the resource-based cities in Heilongjiang Province facing with the exhaustion of the main resources after many years of high-intensity, large-scale mining,the serious unemployment, staff "restructuring" difficulties, the financial difficulties of the local government, and the problem of ecological environment,and so forth. This paper also analyzed and obtained that the structural adjustment and circular economy development of the reource-based cities in Heilongjiang Province were in a political environment which were advantageous to the circular economy development; and still the richer natural resource gift and formalization industrial system were the economic foundation of developing the circular economy; At the same time, a high degree of urbanization and a rich social education resources were the strong social support to the development of circular economy; Furthermore,the technology of circular economy advancing from day to day was the strong technical support to circular economic development of the reource-based cities in Heilongjiang Province. Using the methods of factor analysis and cluster analysis, the article carried out an overall evaluation on the circular economy development capacity of the reource-based cities in Heilongjiang Province.The article has analyzed the main body's constitution of the circular economy of the reource-based cities in Heilongjiang Province,including the government as a guide, the enterprises of executors, the public of social foundation. The article also analyzed the circulation of the material and non-material elements of the reource-based cities, and separately discussed the growth route of circular economy of the oil city, the coal mine city and Lin Cheng according to the resource type.On the basis of analyzing the problems which existe in The reource-based cities in Heilongjiang Province, combining with the growth frame of circular economy, the article analyzed and obtained the countermeasures of circular economy development of the reource-based cities in Heilongjiang Province which were including: improving the system of laws and policy regulations of circular economy; improving the financial service system;developing human resources, establishing and perpecting the social security system; increasing scientific and technological support; strengthening publicity; creating a social atmosphere for the circular economy development.
