The tourism history research has not developed deeply in the tourism and history science, let alone the step in the modern tourismg history research. The development of Changsha modern tourism industry has already had a history of nearly 30 years, which is hot only the epitome of China's modern tourism development, but also the typical representative of modern tourism development of provincial capitals in the central region. At present, the economic globalization is obvious and the financial crisis is aggravated gradually. However, the crisis implies the opportunity. On the basis of the overall goals that, "turning Changsha into the world-class tourism destination", put forword by Hunan Provincial Government and Hunan Provincial Party Committee, as well as "turning Changsha into the national famous cultural tourism leisure city and realizing the changing of the destination from internal tourism to international tourism in Changsha", raised by Changsha Government and Changsha Municipal Party Committee, the paper analyses in depth the influence of Hunan culture on the formation of Changsha tourism resources and has explained the major scenic spots in detail, through the study on the historical cultural city of Changsha, starting with the management and administrative institutions and the tour guide teams and compared with Changsha modern tourism development plan. According to the analysis of the current situation of the protection of Changsha tourism resources meanwhile, the promotion study on the tourism brands and images, and the reflection on Changsha modern tourism development, it also offers systematic countermeasures and suggestions comparatively for the sustainable development of Changsha modern tourism under the high speed background.
