As a"service provider of telecom operators and device manufacturers", TDT Telecom Outsourcing Company mainly provides outsourcing services to China Telecom, China Unicom and other major domestic operators as well as several major device manufacturers such as ZTE Corporation and Huawei Technologies Co. Ltd . The reconstruction of telecom operators has happened. And the 3G license may be released in the near future. So TDT Telecom Outsourcing Company not only gets into trouble of shrinking of current wireless business and the sharp declining of business renevue, but also faces the challenge of fiercer and fiercer competitive environment. The new business has not established core-competitiveness, although the company has searched for overseas outsourcing business following up the overseas strategy of device manufacturers. The company is facing a series of questions, such as simple customer-relationship, backward from internal management, how to establish new core-competitiveness, how to hold on new opportunities and make profits.The author who has lots of work experiences in the industry, took in-depth interviews and questionnaire surveys to superior managers and customers of the company. This essay makes research on theory of service outsourcing first. Then the author analyses the situation of telecom outsourcing industry in domestic and abroad. After that, the external and internal environment are analysed. At last, based on the practice of theories on company strategy, the author make deep research on situation and development strategy of TDT Telecom Outsourcing Company.The essay starts from the industry research. With the analysis of telecom service outsourcing industry, we can see the industry is still in early- development stage in our country, and has characters of high value business hidden and market focus. Then the usual and direct external environment is analysed by using of PEST tool and Five Forces models. After that, the internal environment is detailed analysed in angle of company culture, organization structure, human resources, products and so on. Many methods, SWOT Matrix tool, Grand Strategy Matrix , GE Matrix and so on are used to analyse the development strategy of TDT Telecom Outsourcing Company. The optimal strategy is filtered out with comprehensive comparing and consideration of restriction on company resources. The strategy that TDT Telecom Outsourcing Company should be adopted in late five years is: both strengthen strategy and defense strategy. Defense strategy should be practised on wireless CDMA network outsourcing of Shenzhen Telecom. Strengthen strategy should be used on overseas outsourcing business and new domestic outsourcing business. From the point of competitive strategy, TDT should become the optimal cost supplier, both with the advantages of low cost and differentiation. Three points, match of organization structure, constructure of human resources and acquirement of core competitiveness, should cause our special attention while implementing. Finally, as we know there are lots of risks when implementation. The essay forecasts three mainly risks, including macroenvironment, industry and management, then brings up deal methods. Although only one specific company is researched, the essay is useful to other companies in telecom outsourcing industry. And it also helps to the solution of common problems faced with providers on service outsourcing industry.
