The Research On Intellectual Property Protection During Science&Technology Communication

Analysis about the background of the knowledge economy and globalization, thecompetition has transformed from the comprehensive national strength to thesoft-power. As an important part of the soft-power, intellectual property(hereinafterreferred to as IP) is inseparable with Science&technology(hereinafter referred to asS&T)communication activities. Both of them are principal elements in the knowledgeeconomy era, and promoting the science and technology, mutually reinforcing andinterdependence. Therefore analysis the relations between S&T communication and IP,seeking the path of S&T communication should be followed by the intellectualproperty in laws and rules. Otherwise, this solution could effectively regulate behavior,improve effectiveness, expand the spread in communication, develop and perfect theinstitution of intellectual property.This article does the research from four aspects, including the basic ideas of S&Tcommunication and IP,the relationship analysis between them, the raised problems andsolutions, and the case study on intellectual property concerning the spread of thetechnology of hybrid rice.As a key factor in the development of S&T, S&T communication and IP aremutually reinforcing and interdependence. The importance of intellectual propertyprotection in S&T communication becomes more and more prominent. As an importantbranch of journalism communication, S&T communication workers must not only?comply with the general journalists ethics, but also introduce the concept of IP. Theyshould also improve the understanding of IP system, and simultaneously strengthen thelegitimacy, professionalism and authority of the news, so that they can match theint’ernational community s new standards.Four characteristics of the relationship between S&T communication and IP areanalyzed, including interdependence, mutual reinforcement, alternatingcomplementation, and mutual restraint. The roles of IP rules on standardizing the S&Tcommunication, conducting healthy development of the S&T communication industry,and spreading the IP knowledge to professionals are emphasized. At the same time,S&T communication helps creating and operating IP rules, increasing their influences,and popularizing the IP system.Th?e problems of scientific researchers ignorance on IP system and the absenceof IP system managements are studied through publication, exhibition, seminar, published paper and the case study on intellectual property concerning the spread ofthe technology of hybrid rice. Several rules and suggestions regarding S&Tcommunication are proposed.To solve these problems, it is necessary to improve S&T communication workersquality, to regulate the problem of IP issues in internal communication, to focus on IPrules in popularization of S&T, to emphasize on S&T management and IP rules in S&Teducation, and to improve IP management mechanism in S&T communication.This study has two new aspects. One is the IP protection during S&Tcommunication which is studied rfom the perspective of communication. The other isthat the interrelationship between IP system and S&T communication is analyzed, thusrealizing the theoretical connection between the two.
