Since the 1960s, the issue of resources and the environment is in the ascendant at home and abroad. With the energy-saving and emission reduction formally proposed in China, the study on macro-policy of energy-saving and emission reduction become much more enthusiastic. However, the actual results of the relevant policies were not evident which attracted the concern of the researchers. So the analysis of the effectiveness and bottlenecks of the existing policy becomes a new hotspot. The analysis and improvement for the existing policies of energy-saving and emission reduction is the main content of this paper.Based on the IS-LM model, introducing resources and environmental markets, I establish the IS-LM-EE model, and use the model to analyze the transmission mechanism of fiscal policy, monetary policy and resources and environmental policy. Fiscal policy works mainly through the multiplier effect; Monetary policy works mainly through the interest rate mechanism; Resources and environmental policy works mainly through the institutional factors. Then I analyze the status quo of energy-saving policy, and use the IS-LM-EE model to analyze the operating mechanism and effect of these policies. Comparing with the actual results, I get the basic results: the transmission mechanism of existing policies are not sound, the policies of supporting measures are not perfect, etc. Based on these questions, this paper complement and improve the current policies of energy-saving and emission reduction accordingly. At the same time, I also make reference to the typical energy-saving and emission reduction policies of the mature market economy country and provide policy recommendations for our county to introduce these mature experiences. The research results of this paper provide theoretical guidance and useful reference on achieving the goal of "11th Five-Year Plan" of energy-saving and emission reduction.
