Since the reform and opening up,China's economic growth has been rapid,but it has paid the painful cost of environmental pollution.Energy conservation and emission reduction is an important breakthrough for our country to achieve sustainable economic development.In recent years,energy saving and emission reduction work has been highly valued by our government.For the first time in 11 th Five-Year plan,energy saving and emission reduction were taken as binding indicators.In 2015,in the government work report,Prime Minister Li Keqiang included “energy intensity will be reduced by more than 3.1%,and the discharge of main pollutants will continue to decrease” in the main expected goal of economic and social development.The development practice of many countries and regions shows that science and technology play an important role in energy saving and emission reduction,China has also paid more and more attention to energy saving and emission reduction by promoting the development of energy saving and emission reduction technology.How to make reasonable use of energy saving and emission reduction technology policy measures,to achieve synergy between measures and objectives,and then to promote energy saving and emission reduction technology progress,so as to promote the effect of energy saving and emission reduction further,is clearly worthy of further research.By collecting energy saving and emission reduction policies from 1998 to 2016 systematically,the scientific and technological policies for energy-saving and emission reduction are selected through text reading in this study.Based on this data,from the two dimensions of policy measures and policy objectives,this paper analyzes the effectiveness of China's energy saving and emission reduction technology policy from the perspective of promoting energy saving and emission reduction technology progress.In order to present the use and coordination condition of measures and objectives of energy saving and emission reduction technology policies,after making the content analysis framework of energy saving and emission reduction technology policy,the study conduct a comprehensive and detailed content analysis of energy saving and emission reduction technology policy.On the basis of content analysis,based on co-word analysis,taking 5 years as a time period,the social network analysis method was used to draw up all stages of synergy networks of energy conservation and emission reduction technology policy measures and targets.The study makes in-depth analysis on the internal relations between policy measures and goals and reveals the change process of the use and cooperation of the measures and the targets of technological policies for energy saving and emission reduction in China.In addition,based on the policy bibliometric analysis,this study quantifies the use of policy measures and policy objectives constructs econometric model to analyze the effectiveness of synergy of policy measures and policy objectives.The research shows:(1)Through the content analysis of the energy saving and emission reduction policies promulgated from 1998 to 2016 and the presentation of the change process of the coordinated network of policy measures,The following conclusions are drawn:(1)Since 1998,the number of energy saving and emission reduction policies in China is on the overall rise,and the content of the policy is more specific.(2)China's energy saving and emission reduction technology policy measures are guided by guidance measures,administrative measures and fiscal measures.The policy goal is mainly to promote energy saving,emission reduction,technological transformation and pollution prevention,and the specific forms and ways of implementation of the same policy have changed.(3)Policy measures adopted by different policy objectives are different.The synergy between policy measures is more and more common,and there is a synergistic phenomenon of the specific combination of policy and measures.(2)Through constructing econometric model of the effect of the collaborative of science and technology policy measures and targets,respectively to explore the synergistic effect of single policy measures and targets and the impact of dual measures and targets on the scientific and technological progress of energy conservation and emission reduction,draw the conclusion is as follows:(1)Each policy measure has its matching policy objectives.The synergy between the same policy measures and different policy objectives has different effects on the energy saving and emission reduction science and technology policy.(2)In most cases,the synergy effect of two policy measures and policy goals is better than the synergy effect of single policy measures and policy objectives.Based on the above analysis,the article provides some suggestions on how to promote the coordination of measures and goals of science and technology policies for energy saving and emission reduction,and how to enhance the effectiveness of science and technology policies for energy saving and emission reduction.
