With economic development,as the third profit source,logistics get more attention from the government,the enterprises and the public.However,more enterprises pay attention to forward logistics,some problems such as resource shortage and environmental pollution have come out,people begin to pay attention to the recovery and utilization of recyclable resources.Scrap steel,as the recyclable,environmental resource,plays an important part for the sustainable development of steel industry.Making best use of the scrap steel,it not only save energy and the raw materials,but the most importantly,but also reduce cost and save foreign exchange.This paper starts from relationships between returned logistics of scrap steel and three related theoretical foundations,combinates the current state of the scrap steel and sums up the problems;on the basis of the sustainable development,circular economy, the paper introduces the purpose and principle on construction of returned logistics system for scrap steel,then constructs the returned logistics system from three aspects: element,structure and function;considering the influence on the environment of the returned logistics,this paper adopts fuzzy analytic hierarchy process to make evaluation; at last,this paper puts forward several suggestions on economics,technology and society approval to construct the returned logistics system for scrap steel.
