China's Party Constitution clearly stipulates that the Communist Party of China led the people to build a harmonious socialist society, in accordance with the democratic rule of law, equity, justice, sincerity, amity, vitality, stability and order, man and nature live in harmony and co-construction of the general requirements, the principle of shared efforts to the formation of all the people do their best, live in harmony and proper situation. The core of building a harmonious society is to deal with the interests of good relations between people. Labor relations as the basic social and the most important social relations, harmony and stability of its impact on society as a whole political, economic and cultural aspects of harmony and stability, the establishment of harmonious labor relations is important to build a harmonious society.In this paper, stand in the public human resource management perspective, combined with the labor law, organizational behavior theory, a comprehensive analysis of the use of literature, comparative law, interviews of government and the enterprise labor relations management of differences in comparative study.
