In 1990,the U.S economists C·K·Prahalad and Grary Hamel published their paper The Core Competence of the Corporation in Harvard Business Review, which marked the appearance of the Core Competence Theory. They argued that firms with general business or industry capacity couldn't form their own competitive advantages. Only the capacity which brought profit and wouldn't be imitated could form the firm's competitive advantage. In the era of knowledge economy, firms need constant self-innovation to confront the rapidly changing business environment. That means firms have to make use of their existing capacities as well as the ability to explore, so the exploration and exploitation became important research subjects in the area of organizational learning and technological innovation. Existing theoretical literatures suggest that firms should carry out exploration as well as exploitation, but it's not easy to do so, therefore, it's necessary to search and analyze the factors which affect the two activities. No knowledge can exist without media and only man can use the knowledge. Man is the main media of knowledge, and knowledge flows between men and this forms knowledge flow, so it's important to study the man's exploration and exploitation activities.Based on the survey of 100 data, the paper investigates the relations between organizational structure, knowledge flows and managers. The paper studies the foreign and domestic documents of relevant content, and proposes the appropriate measures. After the pre-test by expert, the questionnaire is formed.By means of factor analysis and reliability analysis, and through regression analysis, we come to the conclusion. Six hypotheses are tested (hypothesis1- the decentralization and the exploration are a positive correlation, hypothesis3-the formalization and the exploration are a negative correlation, hypothesis4-the formalization and the exploitation are a positive correlation, hypothesis6-the decentralization and the down-up knowledge flow are a positive correlation, hypothesis12- the top-down knowledge flow and exploration are a negative correlation, hypothesis13- the down-up knowledge flow and exploration are a positive correlation), all the hypotheses related to horizontal knowledge flow are not tested well and five hypotheses are not tested ( hypothesis2-the decentralization and exploitation are a negative correlation, hypothesis5-the decentralization and the top-down knowledge flow are a negative correlation, hypothesis9-the formalization and the down-up knowledge flow are a negative correlation, hypothesis11-the top-down knowledge flow and exploitation are a positive correlation), and these are all explained in this paper.
